Pequot Lakes <br /> Summary of Facility Plan/PPLJIUP/Financial Assistance Process <br /> April 4, 2006 <br /> For several years,we have commented that the City will eventually need to replace its <br /> wastewater treatment plant's (WWTP's) spray irrigation field with some other disposal <br /> method. The value of the land will become such that there will be a better use for it than <br /> agriculture/WWTP spray irrigation. <br /> Replacing the spray irrigation field-and possibly upgrading the WWTP's stabilization <br /> ponds-will include an engineering process, a regulatory agency permitting process, and <br /> a financial assistance process (amongst others, land acquisition, for example). <br /> Regarding the financial assistance process, in order for the City to qualify a project for <br /> low interest loans or grants,just about all of the various levels of funding agencies in the <br /> State look at a list called the Project Priority List, or PPL. <br /> Both the Minnesota Pollution Control Agency(MPCA) and the Minnesota Public <br /> Facilities Authority(PFA) are involved in this process. <br /> The MPCA takes care of the technical/engineering aspects of this process. <br /> The PFA is responsible in the State for the administration and financial management of <br /> various revolving loan funds and other programs to assist local governments with the <br /> construction of public infrastructure. <br /> Following is the schedule for State Fiscal Year(FY)2007: <br /> March 3, 2006 Facility Plans due to the MPCA by March 3, 2006. <br /> A Facility Plan is the name the MPCA gives the studies that they <br /> require when a City is contemplating a change to their WWTP. <br /> The MPCA requires various tasks for a Facility Plan, including <br /> addressing and reviewing the existing system, existing flows, <br /> projected 20-year flows, several treatment/disposal alternatives, <br /> costs, and a proposed alternative. <br /> WSN provided a June 1999 proposal(about$32,000 today) to <br /> complete a Facility Plan. <br /> May 5,2006 Requests for Placement on the PPL due to the MPCA by May 5, 2006. <br /> The City fills out several forms and worksheets.
