2. Ordinance Amendment to Increase Impervious Coverage Limit, RV Resort Overlay District, <br /> City of Pequot Lakes. <br /> The City recently adopted an amendment to the Ordinance for a Recreational Vehicle Resort Overlay <br /> District. In using the Ordinance, it has come to the Staff's attention that there are some minor changes <br /> that need to be made for consistency. Specifically, the name of the overlay district is not consistent <br /> throughout the section,being referred to as the Campground Overlay District in some places. <br /> In addition to those changes noted above, it has also come to the Staff's attention that the overlay <br /> district does not address allowed impervious coverage limits in the district. As it is currently written, <br /> the Ordinance requires that all recreational vehicle resorts meet the underlying zoning requirements <br /> for impervious coverage. The majority of the land that falls within this Overlay District has an <br /> underlying zoning classification of Agriculture or Forest Management,both of which have maximum <br /> impervious coverage limits of 10%. <br /> The impervious coverage limit seems to be a restrictive factor in the viability of a development of this <br /> sort. Given the requirements for stormwater management and soil erosion control that accompany the <br /> planned unit development process, the Staff feels that the impervious coverage limit could be <br /> increased. Discussion at the previous Planning Commission meeting indicated that impervious <br /> coverage could be increased to 25%across the entire overlay district. <br /> The Planning Commission is recommending that the following changes be made to the RV <br /> Resort Overlay District(changes indicated in underlined text): <br /> 6.3 Recreational Vehicle Resort Overlay District(RV). <br /> 1. Purpose and Intent: The Recreational Vehicle Resort Overlay District(RV) is intended to provide <br /> for Recreational Vehicle Resort developments and individual ownership of sites within such <br /> developments. The intent is to allow for economically feasible options for such uses and to <br /> designate areas in the City where developments of this type are appropriate to maintain the <br /> character of the underlying zoning district and to be compatible with the surrounding <br /> neighborhood. <br /> 2. Minimum Lot Size. The minimum lot size required for establishment of a Recreational Vehicle <br /> Resort as defined by this overlay district is 40 acres. <br /> 3. Standards. All Recreational Vehicle Resort developments applying for conditional permit within <br /> the Recreational Vehicle Resort Overlay District must meet the criteria and standards set forth in <br /> Section 8.4 Campgrounds/Campsites and Section 8.2 Planned Unit Development of this <br /> Ordinance in addition to the standards contained in this Section of the Ordinance, unless <br /> otherwise indicated herein or waived by the Planning Commission. <br /> 4. Impervious Coverage. The maximum impervious coverage for properties falling within the <br /> Recreational Vehicle Resort Overlay District is 25%. <br /> 5. Site Sizing. Recreational Vehicle sites shall have a minimum of 5,000 square feet designated for <br /> each unit. <br /> 6. Density. Within the overlay district, for the development of a Recreation Vehicle Resort, there <br /> shall be no density limitation. The minimum standards for site sizing and buffering contained in <br /> Sections 8.2 and 8.4 shall be strictly adhered to. Final density allowed shall be based on an <br /> evaluation of the criteria in Section 8.2 and Section 8.4 and an evaluation of the ability of the site <br /> to support the proposed level of density. <br /> 7. Administration and maintenance requirements.
