COMMUNITYGROWTH <br /> March 23, 2006 I N S T I T U T E <br /> Mayor and City Council <br /> City of Pequot Lakes <br /> 4638 County Road 11 <br /> Pequot Lakes,MN 56472 <br /> Re: Zoning Administrator's Report <br /> Dear Mayor and City Council, <br /> The Planning Commission met for their regularly scheduled February meeting where they held eight <br /> public hearings — three for preliminary plats, one for a final plat, two for conditional use permits for <br /> planned unit developments, one for an individual property rezoning, and one for an Ordinance <br /> amendment. The preliminary and the final plats and the conditional use permits were tabled with requests <br /> for more information. The Planning Commission is forwarding the following recommendations for your <br /> consideration: <br /> 1. Rezoning from Transition Residential to Agriculture, Kelly and Bridget Larson, Parcel ID <br /> 29014200B00009. <br /> The property in question is located just to the east of Downtown on CSAH 11. The property is about <br /> 30 acres in size and was zoned Forestry under the previous ordinance. The property was rezoned to <br /> Transition Residential when the City rezoned the majority of the properties last summer. The Larsons <br /> have applied to have their property rezoned to Agriculture as they would like to keep animals on the <br /> property. <br /> The Planning Commission is recommending that the property with Parcel ID 29014200B00009, <br /> be rezoned to Agriculture based on the following findings of fact: <br /> 1. The rezoning to Transition Residential is consistent with the City's Comprehensive Plan and <br /> Future Land Use Map,which designates this area as an urban/rural transition area. <br /> 2. The rezoning to Agriculture does not conform to the Future Land Use Map, but it does not <br /> conflict with the objectives of the Ordinance. <br /> 3. The subject property is surrounded by properties that have been rezoned to Commercial to the <br /> north, Forest Management and Transition Residential to the west, and Forest Management to the <br /> south. <br /> 4. The Transition Residential Zone is compatible with the Forest Management, Agriculture, and <br /> Commercial zones. <br /> 5. The Agriculture Zone is compatible with Forest Management, Transition Residential, and <br /> Commercial zones. <br /> 6. The property was zoned Forestry under the previous Ordinance, which required a minimum lot <br /> size of 10 acres. The Transition Residential zone has a minimum lot size of 5 acres, while the <br /> Agriculture zone has a minimum lot size of 20 acres. The property owners are requesting to be <br /> down-zoned to the Agriculture classification. <br /> 7. The property meets the minimum lot size for both the Transition and Agriculture zones, being <br /> roughly 30 acres in size. <br /> 8.
