If the City would choose to continue to pursue funding options outlined above, further
research would be required to determine the best fit for the community and the project.
Both state and federal programs typically require communities to demonstrate need for
project funding by analyzing socioeconomic data and highlighting the economic benefits
that will occur as a result of this investment. These benefits would need to be researched
and documented.
Additional Information
Two additional options to help the City obtain funds for projects were researched, but not
listed on this report. I have included fact sheets on each program. The first is the
Minnesota Investment Fund, which can bring new dollars into the community for a
qualified business, and as the business repays their loan, the City gets to keep a portion for
a revolving loan pool. The second is the Conservation Improvement Program, CIP, by
Minnesota Power. This may be an opportunity for the City's lighting needs for the 371
Highway Expansion, median lighting. While these programs may not relate to our urgent
needs, they may be a resource for future funds.
Neat Steps for the City
The City needs to decide which option(s)they wish to pursue. Depending upon the scope
of the work,BLADC can do a proposal to assist the City with additional research and/or
grant writing.
Closing Comments
Please contact Amy Collins at BLADC, 218-828-0096 or amygbladc.org, with questions
or comments.
