COMMUNITYGROWTH <br /> I N S T I T U T E <br /> December 28, 2005 <br /> Mayor and City Council <br /> City of Pequot Lakes <br /> 4638 County Road 11 <br /> Pequot Lakes, MN 56472 <br /> Re: Council Report <br /> Dear Mayor and City Council: <br /> In addition to the Wilderness Point final plat, which you reviewed earlier this month, the <br /> Planning Commission is recommending that you make an amendment to the Ordinance that <br /> would create an overlay zone for Recreational Vehicle Resorts. This amendment, which would <br /> be to Section 6.3, would read as follows: <br /> Section 6.3 Recreational Vehicle Resort Overlay District(CG) <br /> 1. Purpose and Intent: The Campground Overlay District (CG) is intended to provide for <br /> Recreational Vehicle Resort developments and individual ownership of sites within such <br /> developments. The intent is to allow for economically feasible options for such uses and <br /> to designate areas in the City where developments of this type are appropriate to <br /> maintain the character of the underlying zoning district and to be compatible with the <br /> surrounding neighborhood. <br /> 2. Minimum Lot Size. The minimum lot size required for establishment of a Recreational <br /> Vehicle Resort as defined by this overlay district is 3o acres. <br /> 3. Standards.All Recreational Vehicle Resort developments applying for conditional permit <br /> within the Campground Overlay District must meet the criteria and standards set forth <br /> in Section 8.4 Campgrounds/Campsites, Section 8.2 Planned Unit Development of this <br /> Ordinance in addition to the standards contained in this Section of the Ordinance,unless <br /> otherwise indicated or waived by the Planning Commission. <br /> 4. Density. Within the overlay district,for the development of a Recreation Vehicle Resort, <br /> there shall be no density limitation. The minimum standards for buffering contained in <br /> Sections 8.2 and 8.4 shall be strictly adhered to. Final density allowed shall be based on <br /> an evaluation of the criteria in Section 8.2 and Section 8.4 and an evaluation of the <br /> ability of the site to support the proposed level of density. <br /> 5. Site Sizing. Recreational Vehicle sites shall have a minimum of 5,000 square feet <br /> designated for each unit. <br /> 6. Administration and maintenance requirements. Prior to final approval of any <br /> Recreational Vehicle Resort containing individually-owned sites or units, the City will <br /> require adequate provisions developed for preservation and maintenance in perpetuity <br /> of open space and for the continued existence and functioning of the development as a <br /> community. <br /> a.
