A motion was made by Tom Adams, seconded by Mark Hallan,to recommend that the <br /> Council direct the Park Board to develop criteria for application of park dedication fees. <br /> All members voted"aye". Motion carried. <br /> NEW BUSINESS: <br /> Impervious Coverage in Commercial and Light Industrial Zones. <br /> Mr. Marohn explained the Staff Report. In the Light Industrial zones with storm sewer, <br /> we could reduce the impervious coverage limit. Staff to bring ordinance amendment next <br /> month. Commercial areas without wastewater or stop nwater at 25%impervious <br /> coverage doesn't work for developers. We could possibly increase the bonus from 15% <br /> to 25%. <br /> MINUTES: <br /> A motion was made by Mark Hallan, seconded by Dean Williams,to approve the <br /> November Minutes, as corrected. All members voted"aye". Motion carried. <br /> ZONING ADMINISTRATOR'S REPORT: <br /> Bittner pointed out the 3 permits issued and the 18 letters sent. <br /> Potential Violations/Enforcement Actions discussed: <br /> 1. Virgil Dahl—Staff and the Police Chief will follow-up on the 2 items remaining <br /> in view. <br /> 2. James and Barbara Whitty—Staff had received response on their progress. Staff <br /> was directed to invoice them for expenses to date with a cover letter. Staff was <br /> also directed to prepare a Memo of the site visit and inform the City Council of <br /> their failure to proceed with restoration. <br /> Mr. Williams questioned wording in a memo from Community Growth Institute to the <br /> City Attorney. <br /> Mr. Williams had questions regarding the appeal of Anderson Brothers Construction. <br /> Mr. Marohn stated that he will be present representing the Planning Commissions <br /> Findings of Fact and to answer questions. He will not be making a presentation. The <br /> City Attorney will represent the City. The appeal will be a public hearing and the <br /> Council will take public comment. <br /> A motion was made by Tom Adams, seconded by Scott Pederson,to adjourn the meeting. <br /> All members voted"aye".
