A motion was made by Tom Adams, seconded by Roger Varilek,to adopt the <br /> Recreational Vehicle Resort Overlay District(CG),include the proposed language for <br /> Section 6.3, as amended, and to amend the land use matrix to add Recreational Vehicle <br /> Resort to the land use matrix as a Conditional Use within the AG, FM,RR and REC <br /> zoning classifications, subject to the standards of the overlay district,with a minimum lot <br /> size of 30 acres. <br /> All members voted"aye". Motion carried. <br /> ADDITIONS OR DELETIONS TO AGENDA: None. <br /> OPEN FORUM: None. <br /> (skipped to Old Business, Park Dedication Fees,as Mr. Miller was in the audience.) <br /> OLD BUSINESS. <br /> Park Dedication Fees. <br /> Mr. Marohn explained the Staff Report. Minimum and maximum per lot fees were <br /> discussed. It was the consensus of the Commission to continue with Park Dedication <br /> Fees. The percentage of people living off lake is increasing. Potlatch land is being sold <br /> or leased not allowing public use. The Park Board could establish criteria for the <br /> application of park dedication fees. <br /> A motion was made by Tom Adams, seconded by Bill Habein,to recommend the City <br /> Council charge $500.00 per unit($23,000.00)for the Park Dedication Fee at Wilderness <br /> Resort Villas. All members voted"aye". Motion carried. <br /> A motion was made by Mark Hallan, seconded by Tom Adams,to retain a Park <br /> Dedication Fee,based on the following findings of fact: <br /> 1) The community lacks public park facilities. <br /> 2) The amount of lake access available to the public is becoming more limited and <br /> exclusive. <br /> 3) The percentage of the population is increasing,and increasing the demand on <br /> parks. <br /> 4) Lakes used to be available to the general public, but development has limited that. <br /> 5) The existing City Park at Sibley Lake needs to be improved. <br /> 6) Potlatch property that has been accessible to the public is now being privatized, <br /> and the City needs to have funds to retain some of this land for public use. <br /> 7) As stated in the Comprehensive Plan,there is a desire by residents to protect the <br /> character of the community, which includes preservation of open space. <br /> All members voted"aye".
