COUNCIL MEMBER AKERSON SECONDED THE <br />MOTION. MOTION CARRIED 4-0. <br />5.2. Public Hearina — Application for USDA Loan to Purchase a Fire Enqine <br />Fire Chief Tom Nelson noted that the City has made pre-application to the <br />USDA for a low interest loan to purchase a fire truck. The amount of the <br />loan requested is $350,000. <br />Mayor Adams opened the public Hearing. There were no comments from <br />the public. Mayor Adams closed the public hearing. <br />Council Member Ryan arrived at this time — 6:38 p.m. <br />Council Member Akerson questioned the interest rate and length of the <br />loan. <br />COUNCIL MEMBER SJOBLAD MOVED TO AUTHORIZE STAFF TO <br />MOVE FORWARD WITH THE FINANCING OF THE NEW FIRE TRUCK. <br />�, COUNCIL MEMBER PEDERSON SECONDED THE MOTION. MOTION <br />CARRIED 5-0. <br />5.3. 2013 Preliminarv BudqeULevv Review <br />The Clerk noted that since the preliminary levy was set, Department <br />Heads have met with the Mayor and Council Member Pederson to identify <br />areas that could be reduced in the budgets. The Council reviewed a list of <br />proposed budget changes to the tax levy funds. The recommended <br />changes resulted in a decrease of 0.62% in the levy. <br />The Clerk stated that staff would like Council direction regarding what <br />should be presented at the final tax levy hearing in December. <br />Mayor Adams stated that she was fine with the changes that were <br />presented. Council Member Akerson questioned the need for the <br />Managed IP phone system. Council Member Akerson stated that the <br />City's current phone system is a Meridian system which is the top of the <br />line. He questioned whether the system is giving the City problems. Nancy <br />Malecha stated that the system does give the City problems from time to <br />time. Council Member Akerson stated that TDS is running into issues with <br />the Managed IP system. He further stated that the existing system will be <br />� supported for another 20 years, but not by TDS. <br />
