Hart Service Contract <br />COUNCIL MEMBER AKERSON MOVED TO RENEW THE SERVICE <br />CONTRACT WITH H.A.R.T. FOR 2014. COUNCIL MEMBER <br />PEDERSON SECONDED THE MOTION. MOTION CARRIED 4-0. <br />9. Public Works <br />9.1. Citv Enqineer Verbal Update <br />City Engineer Tim Houle gave the following reports. <br />North Washinqton Avenue <br />A committee of Council Member Sjoblad, Council Member Gardner, Mike <br />Loven and Tim Houle met to discuss aesthetics. Many possible <br />enhancements were discussed including decorative street lights, banners, <br />flower baskets, art, kiosks, retaining walls, planter urns, benches, bike <br />racks, trash receptacles, sidewalk pavers, stamped and/or colored <br />concrete sidewalks, architecturally scored sidewalks, text in sidewalks, <br />water features, and crosswalks. <br />The committee's thought was to look at decorative street lights more so <br />along the CSAH 11 / Main Street corridor than north and south on <br />Washington. However, the CSAH 11 / Main Street corridor would have to <br />be worked on so that we could pick something appropriate for the south <br />end of this project. We could possibly guess and at least put in <br />underground conduit for the future. Part of any decorative pole is to <br />determine what, if any, banners, hanging flower baskets, or decorations <br />will be placed on the poles. <br />The committee looked at water features in the bump outs. Because they <br />require electrical and need proper sloping and drainage, and considering <br />the amount of time each year they would be available, the Committee did <br />not want to look into it further. <br />The committee discussed different alternatives on art, kiosks, planter urns, <br />benches, bike racks, and trash receptacles in the bump outs. The <br />committee recommends using quality materials and good coatings that <br />would last for the long-term. Having a unifying look is important. The <br />Committee decided that if private property owners want some of these <br />features, they could purchase them from the City. The City would provide <br />them (going back to that unifying look) and install them in the R/W. <br />Council Member Pederson stated that if the property owners would not <br />provide the amenities, it would be important for the City to cover the costs. <br />
