Memorandum of Agreement for Highway 371 <br /> The Council discussed the Memorandum of Agreement relating to <br /> Highway 371 alignment. <br /> COUNCIL MEMBER NAGEL MOVED TO APPROVE THE <br /> MEMORANDUM OF AGREEMENT. COUNCIL MEMBER SJOBLAD <br /> SECONDED THE MOTION. <br /> Council Member Ryan noted that Council Member Sjoblad and Council <br /> Member Oraskovich are on record indicating they would not be in favor of <br /> a bypass if there are no overpasses. He questioned if they had changed <br /> their views on this issue. Both Council Member Sjoblad and Oraskovich <br /> noted that they have changed their views based on new information that <br /> has been presented. <br /> Council Member Ryan indicated his concern with the spray irrigation field <br /> land and the fact that the MOA calls for the City to dedicate all land in the <br /> spray irrigation fields that is needed for the construction of TH 371. He <br /> indicated that the City should be adequately compensated for this land. <br /> Council Member Sjoblad discussed the possibility of the City exchanging <br /> property with MnDOT; specifically right-of-way along the existing 371 <br /> corridor in exchange for the City's spray irrigation land. <br /> COUNCIL MEMBER SJOBLAD MOVED TO AMEND THE MOTION TO <br /> REMOVE ARTICLE II-1.b. FOR FURTHER STUDY. COUNCIL MEMBER <br /> ORASKOVICH SECONDED THE MOTION. THE AMENDMENT <br /> CARRIED 5-0. <br /> THE MOTION AS AMENDED CARRIED 4-1. COUNCIL MEMBER RYAN <br /> VOTED NAY. <br /> 10.3. Off Sale Liquor Licenses <br /> The Clerk noted that the City has received a request for an off-sale liquor <br /> license from Joe Dotty. The Clerk stated that the City's existing ordinance <br /> �- allows two off sale licenses which are currently in use. She noted that the <br />
