COUNCIL MEMBERS RYAN, <br /> ORASKOVICH AND NAGEL VOTING IN FAVOR AND MAYOR <br /> MALECHA AND COUNCIL MEMBER SJOBLAD VOTING AGAINST <br /> THE MOTION. <br /> COUNCIL MEMBER RYAN MOVED TO SCHEDULE A PUBLIC <br /> HEARING FOR AUGUST 7, 2007, TO BEGIN THE TAX INCREMENT <br /> FINANCING PROCESS. COUNCIL MEMBER SJOBLAD SECONDED <br /> THE MOTION. MOTION CARRIED 5-0. <br /> 5.2. Corky Smith/Central Minnesota Housinq Partnership <br /> Corky Smith, developer of Trailside Estates was present. Also present <br /> was a realtor to explain the first time home buyers program. He explained <br /> that the Minnesota Housing Fund and Minnesota Finance Agency are <br /> partnering to offer gap financing for ten of the homes in the development. <br /> Mr. Smith noted that he is requesting assistance from the city to pass onto <br /> the homeowners to assist them in getting into affordable housing. Council <br /> Member Sjoblad stated he would like to get more information as to what <br /> L.. other communities have done to assist in this type of program. The <br /> Council had the following comments: <br /> • How would a subsidy from the City affect the budget cycle? <br /> • Would a subsidy be subject to the City Business Subsidy policy <br /> procedures? <br /> • Should a subsidy of this type be directed through the City's HRA? <br /> • How does the developer show that there is a need for this subsidy? <br /> It was the consensus of the Council that this was a good project for the <br /> community. <br /> 5.3. Library Space <br /> Nancy Adams introduced members of the Library Board. Nancy Adams <br /> noted that the Library has grown beyond all expectations. She gave the <br /> background on the library's growth since its inception in 2004. Ms. Adams <br /> stated that the Library Board is requesting to be added to the City's long <br /> range plan for expansion of the library and for the City's support to help <br /> fund the expansion. <br /> Following discussion, it was the consensus of the Council to acknowledge <br /> what the Library has done for the City; to add the library expansion to the <br />
