City Council Minutes <br /> February 6, 2007 <br /> Page 3 of 9 <br /> ----- ---------------- <br /> Mike Mills, PRASD Board Member was present and noted that the <br /> PRASD Board is in favor of working with the City in this endeavor. Paul <br /> Sandelin, City Attorney, noted that he drafted the agreement and reviewed <br /> certain aspects of the agreement with the Council. <br /> The City Clerk noted that because the City of Pequot Lakes has one <br /> employee to Pine River's two employees, the City of Pequot Lakes would <br /> pay $100 every third week to cover the discrepancy. She noted that the <br /> agreement will be reviewed in six months. She also informed the Council <br /> that the agreement allows for certain types of training by Scott Warner, <br /> Facility Manager and Lead Wastewater Operator of the PRASD to the City <br /> of Pequot Lakes on an as needed basis at $30 per hour. <br /> COUNCIL MEMBER NAGEL MOVED TO ENTER INTO THE MUTUAL <br /> AID AGREEMENT BETWEEN THE CITY OF PEQUOT LAKES AND <br /> THE PINE RIVER AREA SANITARY DISTRICT. COUNCIL MEMBER <br /> RYAN SECONDED THE MOTION. MOTION CARRIED 4-0. <br /> 6.1. Park Dedication for Nordenstua <br /> City Planner Chuck Marohn reviewed the background on this issue. Mr. <br /> Marohn reviewed the decision making process for park dedication that has <br /> been done in the past. He noted that the Park Board recommended that <br /> ten percent of the market value of the land be paid for park dedication for <br /> the Nordenstua Plat which equates to $55,900. Mr. Marohn stated that the <br /> Planning Commission felt that $1,000 per lot was consistent with what had <br /> been done in the past and recommended a park dedication of$16,000. <br /> Council Member Nagel indicated that the Nordenstua Plat is the perfect <br /> example of the kind of development that the City encourages developers <br /> to make in relation to conservation easements. <br /> Council Member Oraskovich indicated he is in favor of escrowing some <br /> money but not setting an amount until the Council gets a formula that is <br /> fair to all developers. <br /> Developer Scott Pederson indicated that he felt the City's park dedication <br /> fees are not fair or reasonable. <br /> COUNCIL MEMBER ORASKOVICH DIRECTED STAFF TO DEVELOP A <br /> PROCESS FOR PARK DEDICATION FEES THAT ARE MORE <br /> CONSISTENT WITH STATUTE AND FAIR TO ALL DEVELOPERS AND <br /> THAT THE PROCESS BE REVIEWED BY THE PARK BOARD, <br /> `.
