Sewer User Charge Analysis <br /> Bonne Terre, MO, Proposed Sewer Rates Scenario 2.7 <br /> This report contains detailed information on your financial outlook that assumes <br /> you adjust rates and fees as proposed. It also compares this outlook with what <br /> you should expect if you do not make any adjustments. Several of the <br /> assumptions made and adjustments proposed during the next 10 years are <br /> summarized here: <br /> This scenario assumes general tap fees will be raised to $1 ,500 <br /> with $1,350 of that being devoted to capital improvements. <br /> Most minimum and unit charges will go up by 11% compared to current <br /> rates (22% compared to the rates in effect during the test year.) <br /> Future rate increases each year will average 5.5 percent. <br /> Borrowing will be needed for some near term capital improvements. <br /> A 10% debt reserve will be included in that borrowing. <br /> Base line data appears in the four tables at the end of this report. <br /> February 5, 2007 <br /> Produced by <br /> Carl E.
