As I explained in our meeting, the process of changing the preferred alternative <br /> to the bypass option is complex. <br /> As you are aware,the environmental documentation or environmental impact study phase of this project is <br /> now complete. The new direction that the City has requested Mn/DOT to go will cause some rework of this <br /> process. At this point it is unclear what the extent of rework will be and the time required completing it. <br /> This and other factors will increase the overall project cost and will have to be considered as a <br /> determination is made on how to proceed. <br /> On:Thursday, we discussed the possibility of having Mn/DOT representatives at the next City Council <br /> workshop on December 13. Presently, the Department does not have all of the needed information to take <br /> an official position on whether to proceed with the new bypass option. As I mentioned,there are a number <br /> of things to consider including cost,delay and rework. Unfortunately, I presently do not have answers to <br /> those issues,and I will not be ready for a meaningful discussion by the 13"'. I hope to find the answers and <br /> be ready for a meeting in early 2007. <br /> Thank you once again for meeting with me.
