Planning Commission Report, December 2006 8 <br /> SHORELINE RESIDENTIAL BASED ON THE FOLLOWING FINDINGS OF <br /> FACT: <br /> i. The rezoning to Shoreline Residential is consistent with the City's Comprehensive Plan <br /> as the properties are adjacent to shoreline and are residential in character. <br /> 2. The proposed rezoning to Shoreline Residential is consistent with the Future Land Use <br /> Map,which designates the area adjacent to the shore as Shoreline Residential. <br /> 3. The proposed rezoning to Shoreline Residential meets the compatibility requirements in <br /> that the properties are adjacent to the Water Resource zone. <br /> 4. The subject property meets the purpose and intent of the Shoreline Residential district: <br /> to provide a district for riparian residential development. <br /> 5. Each of the properties meets the minimum lot size requirement of 20,000 square feet for <br /> the Shoreline Residential zone,with each property being 29,000 square feet or greater. <br /> 6. Both properties meet the minimum lot width standard of loo feet for the Shoreline <br /> Residential zone, each being ioo feet wide. <br /> 7. Rezoning to Shoreline Residential would be compatible with the surrounding zoning <br /> classifications as the adjoining properties to the west and east are also Shoreline <br /> Residential and the property to the north of the road is Shoreline Commercial. <br /> 8. Rezoning these properties entirely to Shoreline Residential would not constitute a down- <br /> zoning as these properties were previously zoned Residential with similar provisions <br /> governing their use. <br /> 8. HEARING: Rezoning from Rural Residential to Rural Residential, City of Pequot <br /> Lakes. Parcel No. 290361402Coo009.John Johnson,property owner. <br /> The subject property is located in the southeastern corner of the City adjacent to Wilderness <br /> Point, on the north shore of Middle Cullen Lake. The property is roughly i acre in size and <br /> contains an existing dwelling unit. <br /> This property was not included in the City-wide rezoning last year. This is the public hearing <br /> to zone this property to a district that is consistent with the current Land Use and <br /> Subdivision Ordinance. The property was zoned Rural Residential under the previous <br /> Ordinance, with the proposed new zoning classification being Rural Residential. Mr. Tom <br /> Steffens of Wilderness Point resort recently purchased the property and has indicated plans <br /> to join the parcel with the surrounding resort parcels,using the existing dwelling as a lodge. <br /> THE PLANNING COMMISSION IS UNANIMOUSLY RECOMMENDING THAT <br /> PARCEL 290361402Co00o9 BE REZONED TO SHORELINE COMMERCIAL <br /> BASED ON THE FOLLOWING FINDINGS OF FACT: <br /> 1. The rezoning to Rural Residential is consistent with the City's Comprehensive Plan, <br /> which indicates that Rural Residential areas contain development patterns that are low- <br /> density residential, not served by municipal utilities, and containing limited demand for <br /> accessibility and new roads. <br /> 2. Neither the rezoning to Rural Residential nor to Shoreline is not consistent with the <br /> City's Future Land Use Map,which designates this area as future Forest Preservation. <br /> 3. The proposed rezoning to Rural Residential meets the compatibility requirements in that <br /> the property is established near Shoreline Residential uses.
