sheds, etc. The Downtown Mixed Use would allow for all of those uses,plus businesses <br /> that are downtown compatible, such as offices,retail and services. <br /> PUBLIC COMMENT: <br /> Chuck Gordon, 31115 Pine Street, had a Petition requesting the rezoning be stopped. He <br /> stated he would get a copy to City Hall for their records. It had 36 signatures of the 49 <br /> parcels involved. Mr. Marohn explained that the property must be zoned one or the <br /> other. <br /> Deb Tulenchik, 31203 Spruce Street, stated she had gotten a copy of the Staff Report <br /> from the internet where it defined Downtown Mixed Use as requiring sidewalks, curbs <br /> and on-street parking. Mr. Marohn explained that improvements are done as needed, not <br /> induced by rezoning. <br /> Andrew Boldt, 31034 Spruce Street, stated that the water and sewer lines are old. There <br /> would be a lot of cost to make infrastructure work, such as storm sewer and sidewalks. <br /> Robert Swenson, 3105 Pine Street, stated the City is voting without notification. Mr. <br /> Marohn explained that notices and news articles were in the paper regarding the <br /> Comprehensive Plan and the new Ordinances. Notices were mailed to all property <br /> owners last year. <br /> Jack Schmidt asked why new businesses along Government Drive are not required to <br /> provide onsite parking. When SA was built,they had to reduce the size of their building <br /> in order to provide onsite parking. Mr. Marohn explained the old Exempt Commercial <br /> zoning classification which did not require onsite parking. <br /> Andrew Boldt stated that a lot of people live in this residential neighborhood. <br /> Kris Savanich, 31023 Spruce Street, stated there are other places to build. This is a <br /> neighborhood with kids, a residential neighborhood with no traffic concerns. <br /> Mr. Marohn explained that the market is higher with development potential. <br /> MARK HALLAN ARRIVED AT 7:55 p.m. <br /> Karen Ettesvold, 4178 West Sibley Street, stated when she bought her property two years <br /> ago she was aware that this rezoning was being discussed. The neighborhood should <br /> value this as good. This is not a new plan. <br /> Karen Domerose, 31096 Ash Street stated that a CPA Home Occupation would be okay, <br /> service would be okay,but retail would not. <br /> Jeanne Ward, 31238 North Oak Street asked to have "redevelopment pressure"defined. <br /> Mr. Marohn explained that when the land values exceed the building values, <br /> redevelopment pressure is caused by this.
