Wetland Permitting: `,.. Mr. Marohn explained the Staff Report. The SWCD recommends a Comprehensive Wetland Plan. The roll of the SWCD was discussed. Allowing filling in wetlands was discussed. Taking back final decision making and having the SWCD do the initial work was discussed. Staff was directed to bring back a recommendation. APPROVAL OF MINUTES: Page 3, first paragraph, add"He believes"there was a pending application. "He believes"this parcel was inappropriately rezoned . . ." Page 7, Over The Counter Permits: change County to Council. A motion was made by Tom Adams, seconded by Bill Habein,to approve the Minutes, as corrected. All members voted"aye". Motion carried. P & Z ADMINISTRATOR'S REPORT: Mr. Woog reported on the City Council Meeting. Three of the 4 rezones were approved. Bonnie Watt's rezone failed due to no 4/5t'majority vote. No development can take place until rezoned to current Ordinance. Staff was directed to check with the City Clerk to see if the Watt Rezone would remain on the Council Agenda or if it is sent back to the Planning Commission. Bittner pointed out the 9 permits issued and the 23 letters sent. Potential Violations/Enforcement Actions: The following were discussed: 1. Gary Peterson: His failure to pay his after-the-fact permit fee was discussed. Perhaps this is something the Police Department could help with. 2. Dale Kroells: Staff explained his after-the-fact permit for the garage. 3. James and Barbara Whitty: Staff explained that Landsburg Nursery had contacted the City and that the berm had been installed. Staff was asked to include the zoning of property in other cities that is adjacent to City parcels. A motion was made by John Derksen, seconded by Tom Adams, to adjourn the meeting.
