Wetland Permitting: <br /> `,.. Mr. Marohn explained the Staff Report. The SWCD recommends a Comprehensive <br /> Wetland Plan. The roll of the SWCD was discussed. Allowing filling in wetlands was <br /> discussed. Taking back final decision making and having the SWCD do the initial work <br /> was discussed. Staff was directed to bring back a recommendation. <br /> APPROVAL OF MINUTES: <br /> Page 3, first paragraph, add"He believes"there was a pending application. "He <br /> believes"this parcel was inappropriately rezoned . . ." <br /> Page 7, Over The Counter Permits: change County to Council. <br /> A motion was made by Tom Adams, seconded by Bill Habein,to approve the Minutes, as <br /> corrected. All members voted"aye". Motion carried. <br /> P & Z ADMINISTRATOR'S REPORT: <br /> Mr. Woog reported on the City Council Meeting. Three of the 4 rezones were approved. <br /> Bonnie Watt's rezone failed due to no 4/5t'majority vote. No development can take <br /> place until rezoned to current Ordinance. Staff was directed to check with the City Clerk <br /> to see if the Watt Rezone would remain on the Council Agenda or if it is sent back to the <br /> Planning Commission. <br /> Bittner pointed out the 9 permits issued and the 23 letters sent. <br /> Potential Violations/Enforcement Actions: <br /> The following were discussed: <br /> 1. Gary Peterson: His failure to pay his after-the-fact permit fee was discussed. <br /> Perhaps this is something the Police Department could help with. <br /> 2. Dale Kroells: Staff explained his after-the-fact permit for the garage. <br /> 3. James and Barbara Whitty: Staff explained that Landsburg Nursery had contacted <br /> the City and that the berm had been installed. <br /> Staff was asked to include the zoning of property in other cities that is adjacent to City <br /> parcels. <br /> A motion was made by John Derksen, seconded by Tom Adams, to adjourn the meeting. <br /> All members voted"aye".
