L0 decker 8z ASSOCiates, IrnC. 4646 County Rd. 11 •P.O.Box 120•Pequot Lakes,MN 56472
Engineering Surveying• Planning 218-568-4940. 888-866-4940•Fax:218-568-5404
www.landecker.com
June 23, 2006
Charles Marohn
Community Growth Institute
14084 Baxter Drive, Suite 7
Baxter, MN 56425
RE: Dan Couture/Stellar Properties of Minnesota,LLC Parcel
City of Pequot Lakes
Dear Chuck:
This letter serves as Mr.Couture's questions and comments regarding the discussion at the June
15, 2006 Pequot Lakes Planning Commission meeting wherein the Planning Commission was
considering his application for rezoning. This letter is also intended to add to the record with a
written document as was agreed to at said meeting.
Mr. Couture's first reply is in regard to the staff report submitted for the June 15`h meeting. He
was concerned that as part of the historical background there was no mention of his 2004 plat
application and related August 16, 2004 PI nn Commission meeting and staff comments.
This inconsistency was discussed at the June 15 meeting and the record should reflect that time
period.
Mr. Couture would also like the record to show that, although he is in front of the city for a
rezoning of his property from Forest Management to Commercial,he believes he is doing so as a
courtesy to the city at the request of the City Planner in efforts to clear up the record. Some of
the questions and concerns mentioned in this letter will establish the confusion surrounding Mr.
Couture's position.
As the property owner of record,Mr. Couture questions why he was not notified when the city
went through its 2005 city-wide rezoning. As Stellar Properties of Minnesota, LLC,Mr. Couture
made a plat submission in 2004 and his contact information was on file at the city. However, the
rezoning notification was evidently sent to Chris Swenson, a previous landowner and tax holder.
Did the city use up-to-date information to contact the landowners affected by the city-wide
rezoning? Why did the city not use the contact information provided in Mr. Couture's
application?
Page I of 2
