FJCommuNiTYGROWTH <br /> 1 N S T I T U T E <br /> MEMORANDUM <br /> To: <br /> From: Charles Marohn, City Planner on behalf of the City of Pequot Lakes Planning <br /> Commission <br /> Date: August 2, 2006 <br /> Re: Determination on the Environmental Assessment Worksheet (EAW) for the RV <br /> Resort Village in the City of Pequot Lakes <br /> To Whom It May Concern: <br /> The City of Pequot Lakes recently held a public comment period for the Environmental Assessment <br /> Worksheet (EAW) for the RV Resort Village project located on State Highway 371 in the City of <br /> Pequot Lakes. As the Responsible Governmental Unit (RGU), the City of Pequot Lakes Planning <br /> Commission is charged with making a determination as to whether the preparation of an <br /> Environmental Impact Statement (EIS) will be necessary for this project. Minnesota Rules require <br /> that the following criteria be considered when determining the potential for significant <br /> environmental impacts: <br /> 1. The type, extent, and reversibility of the environmental effects; <br /> 2. The cumulative potential effects of related to anticipated future projects; <br /> 3. The extent to which the environmental effects are subject to mitigation by an ongoing public <br /> regulatory authority; and <br /> 4. The extent to which the environmental effects can be anticipated and controlled as a result of <br /> other environmental studies undertaken by public agencies or the project proposer, including <br /> other EISs. <br /> Because of the significance of this particular project, the Planning Commission wishes to take <br /> meticulous measures to ensure that a clear, concise analysis of the EAW is performed. In order to <br /> accomplish this,the Commission will require an extension of 30 days in order to fully consider all of <br /> the potential impacts that this project will have along with any potential cumulative impacts that <br /> may result.
