TO: Dawn Bittner `- FROM: Pequot Lakes Planning Commission RE: EAW for RV Resort Village To Whom It May Concern: The City of Pequot Lakes recently held a public comment period for the Environmental Assessment Worksheet(EAW) for an RV Resort Village. It is the responsibility of the Planning Commission to make a determination as to whether the preparation of an Environmental Impact Statement(EIS)will be necessary for this project. Minnesota Rules require that the following criteria be considered when determining environmental effects: 1. The type, extent, and reversibility of the environmental effects; 2. The cumulative potential effects of related of anticipated future projects; 3. The extent to which the environmental effects are subject to mitigation by an ongoing public regulatory authority; and 4. The extent to which the environmental effects can be anticipated and controlled as a result of other environmental studies undertaken by public agencies or the project proposer, including other EISs. Because of the significance of this particular project,the Planning Commission wishes to take meticulous measures to ensure a clear, concise analysis of the EAW. It is essential to `., obtain additional information regarding the Highway 371 reconstruction project before making a final decision. In order to accomplish this,the Commission will require a 30 DAY DELAY OF EIS DECISION DUE TO INSUFFICIENT INFORMATION. The completion of this analysis will be in timely fashion as recommendations for both a conditional use permit and preliminary plat approval have been submitted by the Staff.
