M. Alternatives available for desired land use.
N. Prevention of spot zoning.
0. Conformance to the City of Pequot Lakes Comprehensive Plan.
P. Conformance to the City of Pequot Lakes Future Land Use Map and any other official
maps of the City.
Division 45 of the previous Ordinance states the requirements for the Rural Residential District:
1. Purpose and Intent: Residential areas developed at a density and character compatible
with agricultural uses to maintain the rural character of the district. Planned Unit
Developments or cluster developments are allowed as a Conditional Use Permit on lands
that are suitable with the intent to maximize and preserve green space and historical
features of the area.
2. Lot,Use,and Density Requirements:
Lot Width—feet,minimum.....................................................................200
LotArea—acres,minimum..........................................................................5
Section 5.7 of the Ordinance states the requirements for the Transition Residential Zone:
i. Purpose and Intent: To provide a residential zoning classification that serves as a
medium-density buffer between areas of higher density and areas of lower density. The
Transition Residential zone may be utilized in some second-tier shoreland areas and/or
on the edge of the municipal utility service area. The zone may or may not be served by
municipal sewer and water, but must be within the projected utility service area.
Development in this zone should facilitate future utility extensions.
2. Compatibility: The Transition Residential zone is compatible with and may be
established next to the Shoreline Residential, Urban Residential, Downtown Mixed Use,
Commercial, and Light Industrial zones. The Transition Residential zone may be
established next to the Rural Residential, Agriculture, or Forest Management zones so
long as these zones do not surround the Transition Residential zone. The Transition
Residential zone should not be established where the zones surrounding it all have
similar density characteristics.
3. Lot,Use,and Density Requirements:
Lot Width—feet,minimum.....................................................................200
Buildable Lot Area—acres,minimum..........................................................5
Section 5.io of the Ordinance states the requirements for the Commercial Zone:
i. Purpose and Intent: To provide a zoning classification for commercial uses oriented
around the automobile. Parcels are larger than in the Downtown Mixed-Use zone in
order to provide on-site parking, on-site stormwater facilities, as well as on-site water
supply and sewage treatment where municipal utilities are not immediately available.
2. Compatibility: The Commercial zone should be established as a transition zone between
the Downtown Mixed Use zone or the Light Industrial zone and the surrounding
residential zones. The zone may not be established in an area where it is completely
surrounded by residential zones.
3. Lot,Use,and Density Requirements:
Lot Width—feet,minimum........................................................................50
Buildable Lot Area(unsewered)—square feet,minimum................20,000
Staff Findings: The Staff provides the following findings of fact for consideration by the
Planning Commission:
1. The rezoning to Transition Residential is consistent with the City's Comprehensive Plan
and Future Land Use Map,which designates this area as an urban/rural transition area.
2. The rezoning to Commercial does not conform to the City's Comprehensive Plan or
Future Land Use Map.
City of Pequot Lakes Staff Report 3-2
February 16,2oo6
