STAFF REPORT <br /> Application: Preliminary Plat of Trailside Estates <br /> Applicant: Carl and Colleen Smith <br /> Background Information: The property in question is located just north of downtown on <br /> County Road 112 and consists of the northern part of one parcel to the south and the parcel <br /> directly adjacent to that parcel to the north.The northern parcel is zoned Transition Residential, <br /> while the southern parcel is zoned Urban Residential. In total, the property measures roughly <br /> 15.99 acres. The applicant proposes to subdivide this property into 63 residential lots under the <br /> provisions of a Rural Conservation Subdivision. In addition, ample <br /> space is reserved to extend the proposed Trailside Road to the property abutting the northwest <br /> corner of the subject property. <br /> Applicable Statutes:The purpose and intent of the Transition Residential zone is to provide a <br /> residential zoning classification that serves as a medium-density buffer between areas of higher <br /> density and areas of lower density. The Transition Residential zone may be utilized in some <br /> second-tier shoreland areas and/or on the edge of the municipal utility service area. The zone <br /> may or may not be served by municipal sewer and water,but must be within the projected utility <br /> service area.Development in this zone should facilitate future utility extensions(Section 5.7). <br /> Provisions governing a Rural Conservation Subdivision (RCS) are contained in Section 8.1 and <br /> are as follows: <br /> i. General.
