City Of Pequot Planning Zoning
From: Tim Houle[thoule@wsn-mn.com]
/,ent: Thursday, February 23, 2006 12:26 PM
"70: Dawn Bittner(E-mail); Sandy Peine(E-mail)
Cc: Chuck Marohn (E-mail); "Timothy Moore"@smtp1.onvoy.com; "Mike
Rude"@smtpl.onvoy.com
Subject: Pequot Lakes- Proposed RV Park south of CR 168 and west of TH 371
Dawn and Sandy:
Sandy, if you could forward this to Mike Loven, I would appreciate it.
I met with Chuck Marohn and Tim Moore today on the above subject. Tim Moore is a project
manager at our firm working with the owner of the proposed RV Park on platting and the P&Z
process.
I pointed out to them that I was concerned about the status of Hurtig Road in all of this,
especially alongside the parcel in question (about a 1/4 of a mile) and then on up to
County Road 168 (a little over a 1/4 of a mile) .
Hurtig Road does not come to mind as a roadway setup to handle RV type vehicles,
especially the big diesel pushers pulling a car or a boat (with the acknowledgement that
these will not be going in and out every single day) .
We should really look at several items:
• horizontal alignment
• vertical profile
• pavement type and structural capacity (a good subbase, aggregate base,
` and
'bituminous pavement)
• road width (24-foot wide pavement)
• shoulder width (there should be at least 2-foot wide, if not 4-foot
• wide
shoulders on each side; they can be grass or gravel and not necessarily
paved)
+ ditches/drainage (if the road will be wider, this will need to be
considered)
• turning radii
• does this road have the former Township's Rustic Road designation, and
• if
so, what implications does this have on improvements
A final item is who is going to pay for any improvements. The City has already set aside
the roads they want to improve this year. Will there be some "at large" or general levy
City monies used? Is the developer going to pay for all the costs of upgrading Hurtig
Road? Will adjacent property owners need to pay (be assessed) some of the cost of any road
upgrades? Or is it going to be a combination of all of these (which I think is more
realistic) ?
We can put together a letter report to include a field visit with Mike Loven (and anyone
else; P&Z Member, Council Member, etc. ) , a description of the proposed improvements
(addressing the +'s in this Email above) , and a rough estimated cost (using some estimated
quantities and unit costs) for around $1,500. This cost could be a City contribution to
the project or could be one of the conditions with the developer.
Let us know how you would like us to proceed.
"imH
Timothy M.
