As these properties are owned by the City, and potentially could be used for recreation <br /> `.. purposes,the properties could be rezoned to Recreation (R) to preserve the property as <br /> public open space. <br /> 7. Rezoning to Transition Residential would not constitute spot zoning as neighboring <br /> properties are of the same zoning classification. <br /> 8. The proposed zoning to Transition Residential would be consistent with the <br /> Comprehensive Plan and Future Land Use map, which designates theses properties as <br /> urban/rural transition areas. <br /> 9. Rezoning to Recreation would be compatible with the zoning on the surrounding <br /> properties as the Recreation zone is compatible with and can be established adjacent to <br /> every other zoning classification. <br /> io. While the Future Land Use map does not specifically designate these properties for <br /> future Recreation uses, rezoning to Recreation would still be consistent with the spirit <br /> and intent of the Comprehensive Plan. <br /> Planning Commission Direction: The Planning Commission can recommend that the City <br /> Council approve,deny,or table this rezoning. <br /> Staff Recommendation: Based on the findings presented in this report, the Staff <br /> recommends that the property be rezoned to Recreational. The parcels were initially given to <br /> the City by a developer as park dedication land due to low land value and poor developability. <br /> While the City currently does not have plans for a park in this area, the Staff recommends that <br /> the land remain be held for future park/recreational space as it was initially intended. Even with <br /> rezoning to Recreation, the City retains the right to sell the parcels for development at a later <br /> date to fund other park areas within the City. <br /> Since both the Recreation and Transition Residential zones are compatible with surrounding <br /> �. land uses and the Comprehensive Plan, the Planning Commission has the ability to rezone to <br /> either zoning classification. <br /> City of Pequot Lakes Staff Report 6-3 <br /> June 15,20o6 <br />
