7. Rezoning to Rural Residential is unlikely to be considered spot zoning as there are <br /> `.. properties of the same zoning classification just down the street. <br /> 8. Rezoning to the Rural Residential zone conforms to the Comprehensive Plan and the <br /> Future Land Use map,which designates this property for future rural residential use. <br /> Planning Commission Direction: The Planning Commission can recommend that the City <br /> Council approve,deny,or table this rezoning. <br /> Staff Recommendation: The Planning Commission has the latitude to zone this property to <br /> either Rural Residential or Agriculture. The parcel does not meet the minimum requirements <br /> for Forest or Agricultural zoning under the new zoning ordinance and cannot be developed at a <br /> higher density due to the incompatibility with surrounding zones. Rural residential zoning will <br /> not downzone the parcel and but the lot size and dimension standards are closer to what exists <br /> on the property. However, rezoning to Rural Residential may encourage or facilitate the <br /> rezoning of surrounding properties to Rural Residential as well. <br /> As conditional use permits run with the land,the existing permit will remain valid, regardless of <br /> zoning classification, unless some condition of the permit is violated and the City finds it <br /> necessary to revoke that permit. <br /> City of Pequot Lakes Staff Report 5-3 <br /> June 15,20o6 <br />
