The adjacent landowner requested to remove cedar trees and prune pine trees on the right of way. The existing vegetation creates a screen from the road. There are currently cedar and pine trees growing in the area. There are 530' of highway frontage the landowner would like to remove cedar from. The cedars in this area are in fair-poor and poor condition. There are numerous dead or poor condition pine trees in this area. i Valuation The value these trees is based on the reasonable replacement method. This method includes the cost of the tree, delivery to site, site preparation, planting, watering, mulching, and guaranteeing the tree's survival for two years. The cedar trees would be replaced with 3-foot containerized coniferous trees. The average cost is based upon the average between the 2005 and 2006 competitive bid list. The cedar trees will be replaced at 12-foot spacing. Based on the condition of the existing trees, the total number of replacement trees will be reduced by 1/3. (18 x 1/3) 12 trees x$150.67 per tree = $1,808.04 Recommendation I recommend that District 3 allow removal of the cedar trees from the fiber optic cable marker north 150' and from 300' north of the marker to 375' (see below). The value of the cedar trees should be paid to the District and deposited in its Dedicated Receipt Fund. The landowner should be allowed to remove all dead pine trees that we marked at no cost. Remaining pine trees' branches can be pruned to a height of 10'.
