STAFF REPORT <br /> Item: Future Road Plan <br /> The following comments are from the City Engineer, Tim Houle, in response to the notes from <br /> the previous Planning Commission discussion on the topic: <br /> Following are our comments, formatted in response to your October 5 letter: <br /> Land Use/Transportation Relationship & Integrated Growth Plan & Comprehensive Plan <br /> I agree, that generally speaking, roads should not be built in areas where there is no natural <br /> demand for them. <br /> We said several times that this Road Plan is not a construction plan. We envisioned that this <br /> Road Plan would be a tool to try and get ahead of growth and preserve arterial-type (and not <br /> local street) corridors for future - sometimes way in the future - roadways. <br /> Mike Loven has yearly put together a roadway "5 year" construction plan. Mike Loven/the City <br /> could then use this Road Plan, along with the other factors that he has to use, to continually <br /> adjust his "5 year" construction plan. <br /> As we say above, this Road Plan too will have to looked at and adjusted periodically. <br /> We agree that the Road Plan needs to mesh with the Comprehensive Plan and the direction it <br /> gives for growth and future land uses. That is what we tried to do in meeting several times with <br /> staff, P&Z, and Council members. <br /> Segment#3 <br /> We can remove the western portion of this segment (we understand this to be from Segment#4 <br /> to 9th Ave SW). <br /> Segment#6 <br /> Agreed that the steep slopes within a portion of this corridor will need to be further considered <br /> and addressed in future preliminary layout and design phases. <br /> Segment#7 <br /> We would see this segment as a rather longer-term improvement. We will remove this segment <br /> and renumber the remaining segments. <br /> Also, about half of the maps in the Comprehensive Plan show Lund Lake while the other half do <br /> not. We can look at changing our basemap if so needed/directed. <br /> Segment#8 <br /> We don't disagree with the points made/decisions in conjunction with the Island Vista Plat. <br /> However, North Sluetter Road is an extremely long dead end road. <br /> Page 72 of the Comprehensive Plan promotes the concept of ensuring a highly connected road <br /> network and limiting cul-de-sacs. The City's Land Use & Subdivision Ordinance, Section IX <br /> �.� Subdivision Standards, Article 9.4.9.F limits the length of roads ending in cul-de-sacs (we don't <br /> believe North Sluetter Road would be technically in compliance with this Ordinance). <br /> City of Pequot Lakes Staff Report 5-1 <br /> January 18,2007 <br />
