Memo:Park Dedication,01/30/07 Page 4 of 6 <br /> The City required that the developer pay io% of the value of the land prior to subdivision at the <br /> time of filing the final plat, which amounted to $15,203. In this case, total fee required was <br /> nearly double what it would have been under the proposed changes. <br /> Wilderness Point Villas <br /> In the Wilderness Point Villas development, the developer created 46 residential lots. Based on <br /> the average number people per household, we can expect that there would be about 101 people <br /> in that development.The amount of land required for dedication would be 1.518 acres,with the <br /> cash in lieu of land dedication amounting to $48,576. <br /> 46 units x 2.2 people per household= 101.2 expected new residents <br /> 101.2 residents x 0.015 acres(per capita share) = 1.518 acres <br /> 1.518 acres x$32,000= $48,576 park dedication fee—OR— <br /> 101.2 residents x$480= $48,576 park dedication fee <br /> Total developer dedication actually paid= $23,000 <br /> The City had charged the developer $23,000, or$500 per new unit.The difference between the <br /> amount the City required($23,000)and the amount that would be required is $25,576 or 0.799 <br /> acres of parkland. In this case, the developer did include on-site recreational facilities, such as <br /> playgrounds, docks, and fire pits, but these facilities were not dedicated to the public, and <br /> therefore are not made available for public use. <br /> The City certainly should take these recreational facilities into consideration when developing <br /> and assessing park dedication, since these facilities would serve the intended new population. <br /> While this particular development is relatively isolated, it should be noted that private <br /> recreational facilities should generally be encouraged to become public. Should the developer <br /> insist on private recreational facilities, or the private maintenance make more sense for <br /> particular facilities, the method of calculating the total parkland in the park dedication formula <br /> should be modified to reflect the lack of public use. <br /> Trailside Estates <br /> The Trailside Estates contained 53 new residential units. Using the average number of people <br /> per household, the development would generate about 116 new residents. The amount of land <br /> required for park dedication would be 1.749 acres,with the fee being$55,968• <br /> 53 units x 2.2 people per household= 116.6 expected new residents <br /> 116.6 residents x 0.015 acres(per capita share) = 1.749 acres <br /> 1.749 acres x$32,000 = $55,968 park dedication fee—OR— <br /> 116.6 residents x$48o = $55,968 park dedication fee <br /> In this case, the developer actually dedicated 0.42 acres of land toward publicly-owned park <br /> space. The developer will also be installing a sprinkling system, gazebo, and other <br /> improvements,with the total estimated cost being approximately$25,000 (a total cost estimate <br /> has not yet been provided by the developer and may vary from this number). To compare the <br /> differences between what the new system would require and what was approved under the 10% <br /> dedication system, the value of the land actually dedicated and the improvements that the <br /> developer will put in place have been calculated below: <br /> 0.42 acres dedicated x$32,000= $13,440 <br /> Cost of improvements= $25,000 <br /> Total developer dedication actually paid= $38,440 <br /> Under the current 10%land value dedication system,the value of the actual land dedicated and <br /> 14084 Baxter Drive, Suite 7 1 Baxter, Minnesota 56425 1 218.828.3064 1 www.communitygrowth.com <br />
