Memo:Park Dedication,01/30/07 Page 3 of 6 <br /> 7. Based on the per acre value of undeveloped land, the residential fee for additional park <br /> land would equal either 0.015 acres or$48o per resident. <br /> 8. This current population number is slightly above the population projection path that <br /> places the City's total residential population at 2,247 in the year 2030. Given that the <br /> City experiences a seasonal increase in population, the Planning Commission may want <br /> to consider increasing the ratio of parkland per 1,000 residents. <br /> Using the above analysis, the Ordinance changes would include the following options for park <br /> dedication: <br /> 1. Dedicate or reserve a reasonable portion of land for parks, playgrounds, trails, or green <br /> space of sufficient size to meet the needs of the residents of the subdivision, up to 0.015 <br /> acres per resident expected in the development. The maximum amount of land the <br /> Planning Commission may require shall not exceed lo% of the gross area of the <br /> subdivision. <br /> 2. Make a payment of up to $48o per expected resident in the subdivision,with an average <br /> household size of 2.2 persons. <br /> 3. Make a combination of land dedication and cash payment to the City for parks and open <br /> space purposes reflecting the values contained herein. <br /> On-the-Ground Analysis <br /> The following will detail the differences between recent subdivisions using the above criteria for <br /> analysis. <br /> Keen Addition <br /> In the Keen Addition development, there were 6 new residential lots. The average number of <br /> people per household, according to the State Demographic Center, is 2.2 people. So, we can <br /> expect that there would be about 13 people living in that development. The amount of land <br /> required for dedication would be o.198 acres,or about 8,625 square feet.The cash in lieu of land <br /> dedication(park dedication fee)amounts to$6,336. <br /> 6 units x 2.2 people per household= 13.2 expected new residents <br /> 13.2 residents x 0.015 acres(per capita share)= o.198 acres <br /> o.198 acres x$32,000= $6,336 park dedication fee—OR— <br /> 13.2 residents x$48o= $6,336 park dedication fee <br /> Total developer dedication actually paid= $3,210 <br /> Using this method, without a land dedication the developer would pay $6,336. The developer <br /> was actually charged $3,210 based on the current system of charging 1o% of the value of the <br /> land. <br /> Island Vista <br /> The Island Vista development created seven(7)residential lots,with a total expected population <br /> of approximately 15 people. The amount of land required for park dedication would amount to <br /> 0.231 acres (1o,o62 square feet).The total park dedication fee,if no land were dedicated,would <br /> be$7392. <br /> 7 units x 2.2 people per household= 15.4 expected new residents <br /> 15.4 residents x 0.015 acres(per capita share)= 0.231 acres <br /> 0.231 acres x$32,000= $7,392 park dedication fee—OR— <br /> 15.4 residents x$48o= $7,392 park dedication fee <br /> Total developer dedication actually paid= $15,203 <br /> 14084 Baxter Drive, Suite 7 1 Baxter, Minnesota 56425 1 218.828.3064 1 www.communitygrowth.com <br />
