b. The stormwater management/erosion control plan shall be reviewed by the <br /> Planning Commission. The plan will be revised as directed by the Planning <br /> Commission. <br /> c. Following review and revision as directed by the Planning Commission, the <br /> stormwater management/erosion control plan shall be accepted by the Planning <br /> Commission and then become a controlling document for the development. <br /> 3. A site inspection by the City Staff of all erosion control devices shall occur <br /> prior to any construction on the site. The City shall be given seven days <br /> notice of when the inspection is requested. <br /> 4. Prior to submission of a final plat application,the following shall occur: <br /> a. The applicant shall submit updated rental contract and association contracts to <br /> the City Attorney for review and approval. The documents shall address the <br /> following, at a minimum: <br /> L Mechanism for maintenance of common areas. <br /> ii. Mechanism for maintenance of open space areas. <br /> iii. Mechanism for maintenance of shore impact zone preservation areas and <br /> bluff zones. <br /> iv. The continued operation of Wilderness Resort as a commercial resort. <br /> v. The sale, use and maintenance of the storage units. <br /> b. Revisions shall be made to the documents to the satisfaction of the City Attorney. <br /> c. Once acceptable to the City Attorney, the documents shall be reviewed by the <br /> Planning Commission. Revisions shall be made to address Planning Commission <br /> concerns. <br /> d. Once Planning Commission member's concerns have been addressed, the <br /> Planning Commission shall approve the documents and they shall become <br /> controlling documents for the development. <br /> 5. Prior to submission of a final plat application,the following shall occur: <br /> a. The applicant shall submit information showing sewage treatment design, <br /> including capacity,treatment capability and conveyance mechanism. <br /> b. The sewage treatment design shall be reviewed by the City Engineer. Revisions to <br /> the plans shall be made to the satisfaction of the City Engineer. <br /> c. Once acceptable to the City Engineer, the design shall be reviewed by the <br /> Planning Commission. Revisions shall be made to address Planning Commission <br /> concerns. <br /> d. Once Planning Commission member's concerns have been addressed, the <br /> Planning Commission shall approve the design and it shall become a controlling <br /> document for the development. <br /> 6. Prior to submission of a final plat application,the following shall occur: <br /> a. The developer shall submit an updated vegetation enhancement plan. The plan <br /> shall detail preservation areas (natural areas) and the mechanism for <br /> preservation. At a minimum,the plan shall: <br /> L Restore and preserve all areas within the shore impact zone outside of the <br /> beach and picnic area, except for 8-foot walkways to the docking areas. <br /> ii. Restore and preserve all areas within a designated bluff. <br /> iii. Preserve all wetlands and all areas within 50 feet of a delineated wetland. <br /> iv. Provide screening between units 7, 8 41, and 45 and the adjacent <br /> residential property. <br /> v. Provide screening between the proposed storage units and the adjacent <br /> residential and DNR owned property. <br /> The plan must designate specie type and density. The plan must also specify an <br /> �.. implementation schedule. <br /> b.
