Mr. Marohn stated <br /> that he is familiar with the steps in East Gull Lake that the Landscaper had suggested he <br /> look at which are similar to the steps Ms. Heald plans to create. She doesn't want above <br /> ground steps. The Ordinance states either above ground or in ground steps allowed. The <br /> Planning Commission stated that all work needed to be done by hand, no mechanical <br /> means, present a site plan and explain. A new structure on the shoreline was also <br /> mentioned. Community Growth Institute to contact Ms. Heald. <br /> EXTRACTIVE FEE. <br /> An Extractive Fee was discussed at the Special Hearing for a CUP for an Extractive Use. <br /> The applicant had stated that most areas where they do business an extractive fee of 6 to <br /> 7 cents per cubic yard is charged. The Planning Commission thought such a fee could be <br /> used for road improvements and maintenance. Breezy Point and Ideal Township should <br /> also be included in such a fee. Mayor Malecha stated that Sandy, the City Clerk, is <br /> researching this. <br /> A motion was made by Tom Adams, seconded by Bill Habein, to recommend the City <br /> Council adopt an option of a Mining Extractive Use Fee to be used for a dedicated fund <br /> for road maintenance and improvements and to contact neighboring communities. All <br /> members voted"aye". Motion carried. <br /> MINUTES: <br /> A motion was made by Tom Adams, seconded by Bill Habein, to accept the Minutes of <br /> the August meeting, as corrected. All members voted"aye". Motion carried. <br /> ZONING ADMINISTRATOR'S REPORT: <br /> Bittner pointed out the 10 permits issued and the 8 letters sent out. <br /> Potential Violations/Enforcement Actions: The following were discussed. <br /> 1. Gary Peterson— Bittner stated Mr. Peterson plans to ask the City Council <br /> to reduce his after-the-fact permit fee. Bittner directed to prepare timeline <br /> and inform the Commission liaison to attend this meeting. <br /> 2. Andrew Boldt — Bittner stated that this was to stay on the violation list <br /> until the Church property was sold. The Church property has sold and <br /> they do not wish to sell Mr. Boldt any property. Staff directed to leave on <br /> violation list until DMU rezone. <br /> 3.
