7. The proposed use will not be detrimental to the economic welfare of the <br /> community as it is a reuse of existing property. No additional public services or <br /> facilities are required for the proposed use. <br /> 8. The applicant proposes to access this property from Government Drive using <br /> existing parking and access points established by the property owner/develop of <br /> the building. The proposed use should not create traffic congestion or interference <br /> with traffic on the surrounding streets. <br /> 9. The site of the proposed use contains existing parking facilities and has sufficient <br /> parking for the proposed use. The applicant estimates the studio space will have a <br /> single class with 10 — 15 people on average during the busiest times in the winter <br /> and in the evenings. Applicant estimates the classes will be 50 minutes in length, <br /> allowing time for people to leave and clear parking spaces. The applicant <br /> estimates that, during the summer, the usage of the studio space and Snap Fitness <br /> will decrease by one-third the normal level, similar to other like facilities. This <br /> overlaps City peak tourist season and should assist in the provision of ample <br /> parking spaces. <br /> 10. The proposed use is unlikely to produce noise, dust, or odors at a level that would <br /> constitute a nuisance. The use is contained within an existing building and so will <br /> also not produce any noise, dust, or odors normally associated with construction <br /> activities. <br /> 11. The proposed use is contained within an existing structure and will not result in <br /> the destruction or removal or any scenic or historic sites of major significance. <br /> 12. The proposed use is contained within an existing structure and will not require <br /> additional storm water management improvements. <br /> During discussion,playing of music was addressed. Applicants stated that music is <br /> played, it cannot be heard from outside,but the space next to them would be informed. <br /> All members voted"aye". Motion carried. <br /> APPLICANT: City of Pequot Lakes <br /> Applicant requests an Ordinance amendment establishing new criteria for Park <br /> Dedication. <br /> Mr. Marohn explained the Staff Report. He stated that not many municipalities have <br /> addressed the change in State Statute. The use of a formula instead of numbers was <br /> discussed. The fees in the Ordinance would be changed by public hearing yearly. The <br /> 10%cap in No. 3 was discussed. Staff was directed to include a Park Plan in the 2008 <br /> budget,modify the Comprehensive Plan and work with the Park Board to establish a Park <br /> Plan. <br /> The Planning Commission has used the following formula to calculate park dedication <br /> requirements.
