MINUTES <br /> PEQUOT LAKES PLANNING COMMISSION <br /> REGULAR MEETING <br /> JUNE 21,2007 <br /> PRESENT: Bill Habein, Dean Williams, Tom Woog, Scott Pederson and John Derksen. <br /> ABSENT: Tom Adams, Mark Hallan and Roger Varilek. <br /> STAFF: Charles Marohn, City Planner and Dawn Bittner,Zoning Administrator. <br /> COUNCIL LIAISONS: Craig Nagel and Jim Oraskovich. <br /> The meeting was called to order by Chairman Woog at 7:53 p.m. <br /> APPLICANT: Snap Fitness,Kristen Gangl <br /> Applicant requests a Conditional Use Permit for an Expanded Fitness Center. <br /> Mr. Marohn explained the Staff Report. Kristen Gangl and Michelle Lelwica were <br /> present. Parking and busy times were discussed. There was no public comment. <br /> A motion was made by Scott Pederson, seconded by Bill Habein,to approve the <br /> Conditional Use Permit,based on the following Findings of Fact: <br /> 1. The proposed use is an appropriate conditional use in the Downtown Mixed Use <br /> District. The Land Use Matrix indicates that unclassified commercial uses are <br /> considered conditional uses in the Commercial zone. <br /> 2. The proposed use conforms to the Comprehensive Land Use Plan, which indicates <br /> that the City must keep the agglomeration of its businesses and seek to infill and <br /> redevelop commercial properties as they become available. <br /> 3. The proposed use, with conditions, would be compatible with the existing <br /> neighborhood. The downtown mixed use area provides for many business types <br /> such as professional offices, retail, food, and beverage related businesses. The use <br /> of the property for an expanded fitness center facility and new studio space is <br /> consistent with these uses. <br /> 4. The proposed use would not be injurious to the public health, safety, or welfare as <br /> it is located in an existing building in an established retail/service area. <br /> 5. The proposed use is unlikely to be injurious to the use and enjoyment of other <br /> properties in the immediate vicinity. Operations would be housed indoors and will <br /> likely experience similar seasonal fluctuations as other area businesses. <br /> 6. The proposed use should not impede the normal and orderly development and <br /> improvement of surrounding vacant properties, especially as the proposed use is, <br /> in itself, a reuse of existing property with vacant building space. <br /> Minutes 1 <br /> Pequot Lakes Planning Commission <br /> June 21, 2007 <br />
