DISCUSSION ITEMS: <br /> Dawn Bittner, Wellhead Protection Manager, addressed the following question: <br /> ➢ What impacts will the construction of an alternate route have on the protection of <br /> the City's wellhead? <br /> Bittner reviewed the Staff Report. The Department of Health had no preference for either <br /> route. Construction of either route will impact the Wellhead Protection Area. Discussion <br /> afterward determined there could be potentially more equipment and construction time on <br /> the alternate route. Precautions could be included in the contracts. There could be <br /> special provisions such as refueling equipment outside of the DWSMA. <br /> Tim Bray, Mn/DOT Project Manager, addressed the following questions: <br /> ➢ Which properties are physically impacted by an alternate route? <br /> Mn/DOT doesn't know at this point exactly which properties will be impacted. Fifty feet <br /> either way could impact different properties. <br /> ➢ What is the impact of an alternate route on the MN Power Substation? <br /> Minnesota Power and Mn/DOT are sharing concerns with future improvement and <br /> expansion of the substation. Minnesota Power is required to use an existing corridor. <br /> ➢ How will the bike path crossing on the south end of project be handled? <br /> Any intersection will be grade separated. The Trail is a State Park and an historic rail <br /> bed. The exact location is unknown. It could be a conduit for utilities. He could bring <br /> back grade information at the May 17 meeting. <br /> ➢ What happens to old Highway 371 corridor once an alternate route is constructed? <br /> Existing Highway 371 will most likely revert to the jurisdiction of the County. Mn/DOT <br /> does a turn back,upgrade with a possible overlay. <br /> ➢ How many accesses to the alternate route will there be and where will they be <br /> located? <br /> Mn/DOT will allow 3 access points: one at the south end, one at County Road 11 and <br /> one somewhere for the existing 371 and County Road 112. When constructing a bypass, <br /> the City's request for numerous accesses would be looked at very unfavorably by <br /> Mn/DOT. All 3 accesses would be at grade intersections,not interchanges.
