that the site is capable of providing water and for handling wastewater flows <br /> from the proposed development. <br /> 20. The preliminary drainage plan includes erosion control elements. The EAW <br /> indicates that stormwater permitting from the MPCA is being applied for. <br /> 21. The applicant has submitted an exterior lighting plan indicating type of <br /> lighting to be used and lighting patterns. The implementation of this plan, <br /> along with conditions included with this development, will be adequate to <br /> address concerns with lighting. <br /> 22. The property contains no shoreline and the development will not provide <br /> access to any shore recreation facilities. <br /> 23. The year-round dwelling will have a winterized water system. All other <br /> dwelling units shall be seasonal. <br /> 24. Parking and driving areas are proposed to be paved. <br /> On the Suitability for a Planned Unit Development <br /> 25. There is no recreational use of surface waters provided with this development. <br /> There will likely be an increase in the use of the area's lakes as a result of this <br /> development as the development will provide more opportunities for people to <br /> live in and visit the area. The overall increase in surface water usage <br /> associated with this development is not measurable with any currently known <br /> data and is not believed to be significant. <br /> 26. The aesthetic impacts of increased density are unknown, but it is believed that <br /> they can be mitigated through screening and buffering. <br /> 27. The land contains areas that are relatively flat with good building sites and <br /> other areas that have difficult terrain, making this site suitable for the Planned <br /> Unit Development approach. There is one wetland that crosses onto the site at <br /> the southeast corner of the property. <br /> 28. The adjacent properties are privately-owned, undeveloped large tracts, with <br /> the exception of a parcel to the north of lots 60 through 70, which is owned by <br /> Jeff Oelke and has one single-family dwelling. The highway access and <br /> limited development options of surrounding parcels makes this parcel suitable <br /> for the proposed approach. <br /> 29. The parcel is over 56 acres and is non-riparian. It is identified in the <br /> Recreational Vehicle Resort Overlay District as being suitable for the style of <br /> proposed development. <br /> On the CUP Evaluation <br /> 30. The proposed development is an appropriate use in the AG zone within the <br /> Recreational Vehicle Resort Overlay District. <br /> 31. The proposed development does not conflict with the City of Pequot Lakes <br /> Land Use Plan. As indicated in the EAW, the development is consistent <br /> with the direction of the Comprehensive Plan, specifically: <br /> A. The property has a high-redevelopment potential (page 25).
