On the campground standards of Section 8.4 <br /> 2. The City does not enforce the standards of the Department of Health, but <br /> permitting from that agency is required to ensure that development conforms <br /> to their standards. The City has provided a letter for the applicants to assist in <br /> obtaining a Department of Health approval. <br /> 3. Each proposed site meets the minimum requirements of 3,000 square feet and <br /> is at least 40-feet center-to-center to adjacent units. <br /> 4. Adjacent to each site is a strip of land for a service road. The strips of land <br /> range from 40 feet to 50 feet wide, thus meeting the minimum standard. <br /> 5. Parking is provided on each individual site. <br /> 6. Recreational facilities are provided and are addressed during the PUD portion <br /> of the review. <br /> 7. The applicant has submitted a detailed narration on how the development will <br /> be supplied with water. <br /> 8. The applicant has submitted a detailed narration, along with preliminary plans <br /> and schematics, indicating how wastewater flows are to be handled within this <br /> development. <br /> 9. There is a solid waste site at each shelter/laundry facility and a number of <br /> dumpsters. Waste will be collected and transferred to a landfill. <br /> 10. Drawings submitted with the EAW show a fire pit on each site. <br /> 11. There is no planned connection to the municipal centralized wastewater <br /> treatment system. Sewage treatment is to be provided on-site. <br /> 12. A grading plan has been submitted that includes plan/profile views as well as <br /> cross sections that detail the amount of grading to be done. The grading plan <br /> demonstrates an understanding of the development and presents how the sites <br /> will be accessed as well as how stormwater will be adequately handled on site. <br /> 13. Four storm shelters are proposed for the site, although they are not required in <br /> Minnesota for campgrounds. The plans have been submitted to the Minnesota <br /> Department of Labor and Industry for review. <br /> On the Design Criteria for a Planned Unit Development <br /> 14. The proposed development contains 168 units, exceeding the minimum <br /> requirement of three units for a PUD. <br /> 15. A vegetative screening plan has been submitted. All facilities and sites are set <br /> back a minimum of fifty feet from the lot lines. The screening plan indicates <br /> that the property will be adequately screened as viewed from adjacent <br /> properties and rights-of-way. <br /> 16. Open space is calculated to be 43% of the site, exceeding the minimum <br /> requirement of 25%. <br /> 17. Common space is 60% of the project area, exceeding the minimum <br /> requirement of 50%. <br /> 18. A stormwater plan has been submitted, along with detailed calculations, <br /> indicating how stormwater is to be handled on the site. Stormwater will be <br /> adequately handled on this site. <br /> 19. The applicant has provided preliminary water supply and wastewater <br /> treatment design information.
