Shoreland Conservation Design (Alternate Standards) <br /> Mr. Woog explained that the alternate subdivision standards have not been approved by <br /> the City Council. He would like discussion limited to 15 - 20 minutes. It may take <br /> several months to get through this. We don't want to spend too much time on this until <br /> the other is approved. This applies to both residential and commercial PUD's. If this is <br /> just Shoreland PUD's,we really don't have much property left,possibly Gene Hurtig's <br /> on Mayo Lake and the south end of East Twin, the Reschke property. Staff was directed <br /> to provide a list of potential parcels. <br /> Minimum setbacks: may not need all of them. Staff was directed to investigate. <br /> Docks: Cannot be less restrictive than the State Shoreland Rule. <br /> Density: This standard eliminates any density increase. (pages 8 and 9) The density <br /> increases and bonuses have been stricken. Page 12,base density has been removed. <br /> Base density is tied to minimum lot size. <br /> c. TH 371 Planning <br /> Mr. Marohn explained that we are still waiting for the final alignment from MN/DOT. <br /> We have included a summary of what you wanted last month. We were notified by Mary <br /> Safgren, MN/DOT that construction of the new highway has been moved from 2014 and <br /> is now on the docket for 2018. <br /> *** Mr. Adams requested to speak to the Planning Commission: <br /> Tom Adams as President of the East Twin Lake Association(ETLA) explained ETLA <br /> Management Plan was developed several years ago. The ETLA is working with property <br /> owners to maintain the quality of the lake. They have received a grant from the DNR to <br /> improve the lake access and to do 4 or 5 private residences to improve shorelines with <br /> native plantings, etc. Part of the project may require a permit from the City. He would <br /> like a recommendation from the Planning Commission that the permit fee be waived. It <br /> should be waived for the good of the community. Funds are limited,potentially$1,500 <br /> per property. <br /> Will there be more than 10 cubic yards? Mr. Adams stated that they will work with Staff <br /> whether or not a permit would be required. Grant is to create a Shoreland buffer. <br /> Grading permit may be required. Any grading requires a permit. Ten cubic yards needs <br /> a permit, 50 cubic yards requires a CUP. No permit required for vegetation <br /> improvements.
