Mrs. Yablonsky has requested permission to leave the fence and freezer in its present
`• location until the shop is sold. How does the City ensure that this will be taken care of at
the sale?
For a permit issued now, construction would need to begin within 12 months. Thirteen
months would take it through next summer's season. Construction would need to be
complete within 24 months. Begin the process now. Be completed within 24 months
from issuance of permit.
After the fact fee has not been discussed. The After the Fact fee is 5 times the original
permit fee. $125.00 minimum permit fee times 5 or$625.00. Two years to complete.
Fee must be paid prior to permit issuance.
b. Temporary Sign Request—Lakes Area Crafters Market
Staff explained she had received a request from a vendor at the Crafters Market
requesting they be allowed to place a banner at the corner of County Road 107 and
Highway 371 for the remainder of the summer season. The banners had recently been
removed by the Crafters Market at the request of City Staff. A blue MN/DOT sign may
not be allowed as the Crafters Market is adjacent to Highway 371. Off site signs are not
allowed.
Staff was directed to provide the vendor with the banner ordinance. It may be beneficial
for the City to petition MN/DOT for a blue identification sign. Safety is an issue at
County Road 107 and Highway 371 and also further north when patrons need to turn
around to go back to County Road 107. Mr. Hallan offered to contact Ken Larson at
MN/DOT to see if a blue identification sign would be allowed. Mr. Hallan will report his
findings to Staff.
c. Volunteers to Participate in Onsite Visit
Staff explained that a property owner had requested an onsite visit by a few Planning
Commission members to offer advice on his request to rip rap his shoreline. Staff and the
City Planner had previously met with the property owner and advised him that native
plantings would be preferred.
The Planning Commission was concerned the property owner may expect approval at a
site meeting. Two members can't bless the idea—it would need Planning Commission
approval. We would only allow rip rap if it was the only solution to prevent erosion and
sedimentation, as a last resort. Use a filter fabric underneath the rocks to hold the shore
in place, with the rocks to hold the fabric in place.
It was agreed that a couple members would contact Tom Adams to observe the shoreline
from his boat.
Minutes 4
Pequot Lakes Planning Commission
July 17, 2008
