Mr. Hallan stated that there is a large parcel to the west that will remain Light Industrial. <br /> \.. If Olson Street were extended south as a backage road, it could bisect this area leaving <br /> remnants of Commercial to the west. A backage road could create a buffer between the <br /> Commercial zone and another zone. <br /> A motion was made by Scott Pederson, seconded by Dean Williams,to recommend <br /> approval of the Rezone request from Light Industrial to Commercial,based on the <br /> following Findings of Fact: <br /> 1. The rezoning to Commercial is not consistent with Future Land Use Map, which <br /> designates the property as Urban Residential. It is a less intense zone than Light <br /> Industrial. <br /> 2. Rezoning to Commercial is more in keeping with the purpose and intent of the <br /> Ordinance than the current classification as it is a less intense zone. <br /> 3. The surrounding properties are zoned Light Industrial, Commercial and <br /> Downtown Mixed Use. Light Industrial, Commercial and Downtown Mixed Use <br /> are all compatible with each other. The property is not surrounded by residential <br /> zones. <br /> 4. The Commercial Zone may be established next to the Light Industrial Zone or the <br /> Downtown Mixed Use Zone. <br /> 5. The rezoning to Commercial meets the lot, use, and density requirements. <br /> 6. The portion to be rezoned to Commercial is the 145.51 feet, more or less, lying <br /> west of the east line of Parcel Numbers 29015420OA00009 and <br /> 290151300HY0009. <br /> All members voted"aye". Motion carried. <br /> Vice-Chair Adams closed the Public Hearing. <br /> ADDITIONS OR DELETIONS TO THE AGENDA: None. <br /> OPEN FORUM: None. <br /> NEW BUSINESS: <br /> a. Parking Requirement Discussion— <br /> Mr. Burslie explained the Staff Report. Our standards are similar to neighboring <br /> communities, except for retail,where we are high. The Planning Commission was <br /> concerned with a minimum and maximum standard. We would have to debate the <br /> minimum with every candidate. Neighboring communities do not use the <br /> minimum/maximum standard. This could cause more aggravation all around. Setting a <br /> reasonable standard would be desired. <br /> With this proposal,we would be setting standards for residential zones and the <br /> Downtown Mixed Use zone where they don't exist today.
