If you have enough money or the Planning <br /> Commission likes the project, it will be approved. She would hope that the City would <br /> use and respect the intent of the Ordinances. Vote no to all 3 requests. <br /> Roxanne Carlson, 30601 Old Highway 371 —She went to cgi.com. It seems we are <br /> having a public hearing without the public having any idea of what is being proposed. <br /> She feels Oppidan is doing some smoke and mirrors with the City and the public. The <br /> general public has a concept that this is going to be a Cub. We want to keep the small <br /> town feeling. She has seen what the store is supposed to look like and it is big box and <br /> not small town. The first thing a tourist is going to see of our small town atmosphere is <br /> this store. The City is now being unreasonable. Oppidan or Babinski feel the City is <br /> being unreasonable. The City has bent over backwards to help the project go through. It <br /> is a highway destination with no connection to the downtown. She feels that everything <br /> is being blown forward just to get this project through. She feels this is hurried and not <br /> really looked at for our small town. <br /> Delores Rager, 31203 North Oak Street—She had questions regarding green space. The <br /> new place on Highway 371 (Crafters Mall)was hidden by trees. You couldn't see it or <br /> get into it to shop. Is this grocery store going to be hidden by trees or is it going to be out <br /> in the open? We need a new store to get grocery prices down. Chairman Woog stated <br /> the City has received a screening plan for trees. With the Crafters Mall, MN/DOT had an <br /> issue with those trees and required they remain. Ms. Rager stated that competition will <br /> bring more people. If they don't use the parsonage property they won't have enough <br /> ground to build. <br /> Justin Bolz-Andolshek, 27546 West Twin Lake Drive—Questioned the payment again. <br /> Mr. Marohn stated the plan that was approved fell through. Staff discussed with <br /> applicant how they could acquire more property. Instead of acquiring more property, <br /> would it be better if the transaction happened with the City; there would be a public <br /> benefit. Chairman Woog stated he had a similar conversation; it is not common and had <br /> not happened before. Mr. Bolz-Andolshek asked if the payment is still part of number 6. <br /> Mr. Marohn stated it is not part of any deal. He is trying to get the best deal for the City. <br /> Mr. Bolz-Andolshek further asked why there is talk of McDonalds. Mr. Marohn stated <br /> Staff has been informed that there is potential for a McDonalds type store south of the <br /> SuperValu location. There has been no application submitted. Essentially, the <br /> recommendation for moving the pond and the ordinance changes acknowledge the trend <br /> for redevelopment along this corridor. Scott Pederson stated the McDonalds issue has <br /> nothing to do with this application and has no impact on his decision with the submitted <br /> applications. <br /> Mr. Bolz-Andolshek questioned alternate 2, Rezone. This matter was withdrawn before <br /> the City Council could act on it. Why would it be considered again?
