they would like to see addressed. Chairman Woog directed Staff to make this letter a part <br /> of the permanent record. <br /> Discussion followed regarding signage. Due to the traffic created by this operation the <br /> City may ask MN/DOT to lower the speed. It was suggested that signage be for the <br /> lower speed zone. The Lakes State Bank sign works nicely and is tasteful. Oppidan did <br /> not have a rendering for their pylon sign. <br /> The Pollnow letter was discussed. Restricting hours of operation is not viable for a <br /> commercial operation. Proposed lighting is downward directional as outlined in the <br /> Ordinance. The speed will be controlled on Olson Street. Mr. Tucci stated they have met <br /> with the Pollnows. They have planted 6 or 7 little pine trees, roughly 70 foot area. <br /> Oppidan has suggested a 6 foot privacy fence from a little west of the house to the last <br /> pine tree. They are prepared to install the fence, with the fence being on the store side of <br /> the trees. <br /> Mr. Tucci further stated they are getting an easement for access over a private drive. <br /> They have no control of the road. The road is currently 22 feet wide. City spec is 44 <br /> feet. The narrower street will discourage truck traffic. <br /> Chairman Woog stated the Landscape Plan consists mainly of deciduous trees. He would <br /> like to see some spruce or pine along the front section that runs along the gas pumps. <br /> The Highway 371 Overlay requires 25% evergreen trees. <br /> A motion was made by Dean Williams, seconded by John Derksen,to approve the <br /> Conditional Use Permit based on the following Findings of Fact: <br /> 1. The applicant proposes an impervious coverage amount of 50% of the property. A <br /> stormwater management plan showing retention of the 10-year, 24-hour storm <br /> event has been provided. <br /> 2. The use of a grocery store is compatible with the adjacent uses. The DNR <br /> building to the south, the church to the north and the industrial site to the west <br /> will not be adversely impacted by the proposed development. <br /> 3. The applicant has received a variance from the parking requirements of Section <br /> 7.10. <br /> 4. A landscaping plan that provides more than 50% screening from all adjacent non- <br /> residential parcels has been provided. <br /> 5. Lighting requirements are addressed through a condition to this approval. <br /> 6. The vegetation required for the Highway 371 Buffer Zone has been provided. <br /> 7. The use of a grocery store an appropriate conditional use in the Commercial zone. <br /> 8. The use of a grocery store is consistent with the provisions of the Comprehensive <br /> Plan. <br /> 9. The use, with the conditions provided, is compatible with the existing <br /> neighborhood. <br /> 10.
