L <br /> 16. The property will have vehicular approaches to the property which are so <br /> designed as not to create traffic congestion or an interference with traffic on <br /> surrounding public thoroughfares. <br /> 17. Adequate measures have been taken to provide sufficient loading space to serve <br /> the proposed use. <br /> 18. The proposed use will not create any offensive odors, fumes, dust, noise, or <br /> vibration. There is not any lighting proposed. <br /> 19. There are not any known sites of historic or natural significance on this site. <br /> 20. There is no indication that the proposed use will cause any pollution to ground or <br /> surface waters. <br /> Subject to the following Condition: <br /> 1. For each section of property to be disturbed, an engineer's estimate will be made <br /> of the total amount of topsoil needed in a restoration of the site. That amount will <br /> be verified by the City Engineer. A volume of topsoil equivalent to that amount <br /> shall remain stockpiled on the property until such time as the major road, water, <br /> wastewater and storm sewer improvements are completed, at which time it may <br /> also be sold. <br /> All members voted"aye". Mark Wettlaufer,Minnesota Rural Water: <br /> Mr. Wettlaufer, Sourcewater Protection Specialist with Minnesota Rural Water <br /> Association, gave a power point presentation titled Wellhead Protection and Land Use <br /> Planning Considerations. He explained why we need to protect the Wellhead Protection <br /> Area and how land use planning can facilitate that. The Planning Commission plans to <br /> include Wellhead Protection in the Comprehensive Plan update. <br /> b. Library Purchase: <br /> Mr. Marohn explained the Staff Report. Mr. Williams stated that page 18 of the <br /> Comprehensive Plan guides the City to preserve historical buildings for a potential future <br /> library, among other uses. He asked if historical buildings have been identified as library <br /> uses? Mayor Adams stated that the Cole Memorial Building is too small and the Whalen <br /> Minutes 3 <br /> Pequot Lakes Planning Commission <br /> June 18, 2009 <br />
