MINUTES
PEQUOT LAKES PLANNING COMMISSION
REGULAR MEETING
JULY 15,2010
PRESENT: Tom Adams, Bill Habein, Mark Hallan, Scott Pederson, Cheri Seils and
Tom Woog. ABSENT: Deb Brown and John Derksen.
CITY PLANNER: Charles L. Marohn, Jr., PE,AICP
ZONING ADMINISTRATOR: Dawn Bittner
COUNCIL LIAISONS: Craig Nagel and Dave Sjoblad.
The meeting was called to order by Chairman Woog at 5:33 p.m.
COMPREHENSIVE PLAN UPDATE DISCUSSION:
Economic Development Section—
Mr. Marohn explained that the changes from last month are in red and there is added
language in Financial Incentives to broaden the tone of the paragraph.
The Planning Commission discussed items 3 and 5 of Financial Incentives. After much
discussion regarding the definition of competition and whether or not subsidy should be
given to a competing business, it was the consensus of the Planning Commission to
remove item 3.
The key to import replacement is using local services.
Housing Section—
Neighborhood Design is expanded as a sidebar. How do we affect the change to a
different neighborhood style? It would be one house at a time.
If you look at where we spend money on infrastructure maintenance, where we are
obligated to spend the highest dollar amount we have in the ground is in the downtown
area. The least amount per property is in the rural areas. The lowest intensity or value of
property is where we have the highest amount of investment, the neighborhoods within 6
blocks of our downtown. We need to improve the return on our investment here, in the
center. Streets were designed with a pattern, wide with nothing else. We would need to
convert back to a neighborhood design with narrow streets and a boulevard with
sidewalks. It would take more money but you will see a greater value on the return.
Investment needs to grow. The City would need a new set of codes to create public
realm; design needs to get better such as:
a. where does the street terminate;
Minutes 1
Pequot Lakes Planning Commission
July 17, 2010
