Scott Pederson noted that the City needs to make sure that it holds the landowner to the <br /> requirements of the May 4, 2010 letter that was sent by the City. <br /> NEW BUSINESS <br /> City Planner Oleson explained that a recent request by a thrift shop to open downtown <br /> highlighted that"Retail Uses"were not specifically listed as permitted uses in that district and <br /> that they fell under a catch-all category that requires a conditional use permit. Staffs feeling is <br /> that retail uses should be permitted in the Downtown Mixed Use and Commercial zones. <br /> Councilman Nagel agreed that businesses should not be penalized by requiring a conditional use <br /> permit and that the ordinance should be changed. <br /> City Planner Oleson was directed to develop a definition for"retail uses"and to revise the land <br /> use matrix to allow retail uses as a permitted use in the Downtown Mixed Use and Commercial <br /> zones for review by the Commission. <br /> MINUTES <br /> Deb Brown made a motion to approve the April 15, 2010 meeting Minutes as presented. Motion <br /> was seconded by Bill Habein and passed unanimously. <br /> P&Z ADMINISTRATORS REPORT <br /> Chairman Woog noted the letter sent by the City regarding the complaint of barking dogs.The <br /> owner of the dogs was apparently out of town and had two of his dogs with him,while the rest <br /> remained home.The landowner provided a letter from several neighbors stating they did not <br /> have a problem with his dogs and receipts showing that he has purchased bark collars for the <br /> dogs. It appears that the matter is resolved. <br /> Councilman Nagel highlighted the May 5, 2010 letter to Linda Swenson and noted that she has <br /> done much to correct the situation despite a bad situation. <br /> Chairman Woog welcomed Cheri Seils back to the Planning Commission. <br /> Mark Hallan discussed the seasonal RV park in town and that they moved in at least one park <br /> model in apparent violation of the ordinance. He asked what the procedure was for the City to <br /> address such issues —did complaints have to come from someone other than a Commission <br /> member? <br /> Chairman Woog stated that requests to investigate such issues can come from anyone.
