Ms. Brown stated her issue is the impervious coverage which has already been brought <br /> UP. <br /> When asked by Mr. Williams, Mr. Laudenbach stated the septic tank indicated on the <br /> Certificate of Survey has been removed. Mr. Williams stated he visited the site and the <br /> area is grass and dirt, not Class 5; black topping that area will increase the impervious <br /> coverage. <br /> Mr. Pederson asked what the plans were for the area west of the parking area in the rear <br /> of the existing building. Mr. Halbert stated the area could be vegetated. Mr. Pederson <br /> stated there might be a slight gain in the impervious coverage if there was a vegetation <br /> plan. <br /> Mr. Williams stated the sign may be the largest,nonconforming sign in town,possibly <br /> being 3 times the size allowed. It may also be the tallest. When asked, Mr. Halbert <br /> stated the water from the new addition will shed to the west; there will be no water <br /> shedding to the east. There will be no change to the canopy on the gas pumps or the <br /> propane filling tank. <br /> Mr. Pederson referred to Finding of Fact No. 10 for the Drive-thru: He suggested adding <br /> "restaurant"to the first sentence— The proposed use would be the first drive-thru <br /> restaurant in this area. The banks and the post office have drive-thru's. <br /> Mr. Adams asked if a lighting plan was needed; it is referred to in a Finding. Mr. <br /> Marohn stated a lighting plan is a requirement in the Code. This parcel probably doesn't <br /> meet the code currently. In general,too much light. Mr. Kaneski stated they submitted a <br /> lighting plan for the Dairy Queen. Mr. Woog stated a lighting plan should have been <br /> submitted for the entire project. The Planning Commission will need to see that and it <br /> will need to conform. Mr. Adams stated that the plans submitted were for the entire <br /> parcel and asked if the BP sign was being removed. Mr. Laudenbach stated the BP sign <br /> was hopefully grandfathered. Mr. Marohn asked to clarify their request: 2 free standing <br /> signs along the highway, one existing and one refaced. Mr. Laudenbach stated they are <br /> asking for what they currently have, refacing one with a new panel. <br /> Mr. Derksen asked about the reader board. This is a school zone and the City didn't <br /> allow Lakes State Bank to have one or the school; this is an intersection with school <br /> traffic. Mr. Kaneski stated it is not proposed to be a flashing graphic board. The sign is <br /> too high and it is difficult to affix the numbers and letters. It would be changed digitally <br /> between a fixed Dairy Queen sign and a fixed liquor store sign. The sign will not scroll. <br /> Mr. Hallan stated that the impervious calculations are not correct. The area is very <br /> compacted and could be at 95%. There is approximately a 60 foot buffer being left on <br /> the west; the stormwater should go underground to the vegetated buffer area where it can <br /> infiltrate.
