2-28-16
3r Mr. Sjoblad,
We need some help and advice---
We own the little red cabin on East Twin close to Powow Point and the public landing. I met you last summer at your
son's restaurant---The Hungry Loon and you sat and chatted with me for a while. As you know, my family has been on
East Twin since the 1950's. My grandparents,Ted and Irene Lind bought their cabin on your side of the lake. It was then
passed down to my mother, Barb Buettner, and now it belongs to my sisters. We all love East Twin and feel that we have
been good stewards of the lake.
My husband John and I plan to spend several months a year on East Twin when we fully retire in the next couple of
years. However,we need and would like to remodel and expand our cabin. We have owned it for 25 years and have not
made any improvements.
Over the last 10 years or so, many East Twin residents have expanded and remodeled their cabins. Eric Larson has been
the contractor who has done most of the remodeling and we would like to hire him as our contractor. We have met with
him a couple times over the years.
There are 3 projects we would like to do---
1. Expand our cabin 50%going towards Dave Morris'cabin. This is where we have the space, and we would still be
more than 10 feet away from the side of Dave's cabin. I spoke with Dave last summer and he is agreeable. We
are only about 7 feet off the shoreline in front and if possible,we would like to move the cabin back from the
lake several feet. I measured last summer, and I think it could be done and would not infringe on the access road
to Jane Byrne's cabin.
2. Take down our shed and build a garage between our septic tank and Jane Byrne's septic tank. I measured this
area, too, and there is room. However,we would need to go back a few feet into the swamp. We would like to
shore up or build a natural berm in back of our shed. The swamp has increased dramatically over the last 20
years. In fact, a couple years ago with the heavy rains in the spring, our low area was flooded most of the
summer, and the swamp was right up to the back of our shed (we have photos). We would like to protect our
property from further damage.
3. Shoreline restoration. We have lost several feet from erosion over the past 25 years. I went to the DNR in
Brainerd last summer and talked with Heather Baird. She provided me with the DNR web site and rules and
regulations regarding shoreline restoration---what we can and cannot do and stated we did not need a permit
from them as long as we did not go above the high water mark. I also contacted Crow Wing County soil and
water. Beth Hippert came out and we discussed shoreline restoration and the area containing our shed where
we would like to replace it with a garage.
The issues---to whom does Beth Hippet report to? I believe she would have to make a written report of any site
visit she does. If it's not documented, it wasn't done. I specifically asked for a written report the day she visited.
At first she said no and I said that I needed a report. She then said she would provide one in the next couple of
weeks. I emailed her several times regarding a report(of which I still have the copies) and then she reneged and
I never received one.
