6.2. Ordinance Amendment—Shoreland Conservation Design <br /> Chuck Marohn informed the Council that a majority vote of the entire Council <br /> will be necessary to pass this ordinance. He recommended that the Council table <br /> this until a full Council is present. <br /> MAYOR ADAMS MOVED TO TABLE THE ORDINANCE <br /> AMENDMENT UNTIL THE APRIL COUNCIL MEETING. COUNCIL <br /> MEMBER MALECHA SECONDED THE MOTION. MOTION CARRIED <br /> 2-1. COUNCIL MEMBER RYAN VOTING NAY. MAYOR ADAMS AND <br /> COUNCIL MEMBER MALECHA VOTING AYE. <br /> 6.3. Appointment Procedures <br /> Council Member Ryan indicated that he is aware of people who are interested in <br /> serving on the Planning and Zoning Commission. He noted that one of these <br /> people tried to make application and was told that the application process was <br /> closed. Council Member Ryan stated that he would like to discuss the amount of <br /> time necessary to make application. He further stated that the two applicants who <br /> are reapplying have served three terms. Council Member Ryan stated that he feels <br /> the notice to the public was inadequate. Council Member Ryan also spoke about <br /> the previous policy versus the current policy in regard to term limits. <br /> `. Council Member Ryan requested the Council to follow policy and to reopen the <br /> seats for appointment. He stated he has people who want to serve and those who <br /> have applied are past their term limits. <br /> COUNCIL MEMBER RYAN MOVED TO REOPEN THE APPLICATION <br /> PROCESS. COUNCIL MEMBER MALECHA SECONDED THE <br /> MOTION. <br /> Council Member Malecha questioned when the positions were officially <br /> published and if there was an application deadline. Dawn Bittner indicated that <br /> the openings were published in the paper with a cut off date of January 27th. <br /> MOTION FAILED 1-2. MAYOR ADAMS AND COUNCIL MEMBER <br /> MALECHA VOTING NAY. COUNCIL MEMBER RYAN VOTING AYE. <br /> Mayor Adams suggested defining a procedure for appointments to all boards and <br /> commissions. <br /> COUNCIL MEMBER RYAN MOVED THAT A WEEK PRIOR TO THE <br /> DECISION DATE IS ADEQUATE TIME TO CLOSE APPLICATIONS <br /> FOR ANY BOARD.
