NEW BUSINESS: <br /> a. Policy on Design Review Team (DRT): <br /> Mr. Marohn explained the Staff Report. Councilman Nagel thinks this is a great idea. <br /> There is such a short building season. It can be very frustrating for the developer waiting <br /> between meetings. This approach could eliminate unnecessary waiting periods. The size <br /> of projects could be part of the policy. The developer/applicant could request this. <br /> Mr. Woog was concerned that if we include the developer's team and each individual on <br /> the list,there could be a great number at the table. Large groups may be unproductive. <br /> Mr. Habein stated that not all applications would require all of the people on the list. Mr. <br /> Hallan stated that certain members from the list attend, with the>others as needed. Mr. <br /> Marohn stated this is a technical review. Councilman Nagel stated,that the Roads and <br /> Streets and Water/Wastewater Departments are one department now, eliminating one <br /> person from the list. <br /> Mr. Adams suggested setting up a team for a given project and have the same_ Planning <br /> Commission member and Council member follow the entire project through.` There is no <br /> harm trying this to see if it expedites the application. <br /> Mr. Williams stated he felt applicants would„go to the design team before the Planning <br /> Commission. He does not see the benefit aftef the Planning Commission meeting. The <br /> applicants could try to sway the Planning Commissions intent to their way of thinking. <br /> Mr. Marohn reminded everyone that the Planning Commission is represented on the <br /> group. <br /> Councilman Nagel stated that with a recent development, clearer input could have <br /> prevented some hassles. This policy could make the process less combative. Mr. <br /> Williams reminded everyone that applicant's can come forward for a sketch plan review, <br /> without an actual application. <br /> Mr. Marohn will draft language for the policy incorporating these comments for next <br /> month. The�ees for this would come out of the applicant's deposit. <br /> Chairman Woog introduced Edy Asell,the Zoning Administrator for the City of Walker. <br /> Edy is observing our;I'lanning Commission to gain some background knowledge of our <br /> City and Planning Commission. <br /> b. Comprehensive Plan Process Update: <br /> Chairman Woog explained the City Council cancelled the Comp Plan Workshop <br /> scheduled for this month. The Council has postponed the update for four months. We <br /> will begin our updates at the June meeting. Municipal consent should be close. <br /> MN/DOT basically is done with their work. This design has been submitted to St. Paul. <br /> All of the pieces of the puzzle are in place and usually takes about 30 days to get through <br /> the process,then on to the feds.
