When a sign concept plan is submitted for a residential property, all <br /> `-- property owners within 350' shall be noticed. <br /> Ken Meyer from the American Legion was present. Stated they have previously been <br /> denied a permit for a digital sign. Feels digital signage is a benefit for the community. <br /> They signage they are requesting is programmable and would only change 2-3 times a <br /> day. It wouldn't be a distraction. <br /> Mr. Burslie stated digital signage would continue to be a use that is not allowed with the <br /> proposed amendment. <br /> Chair Seils closed public hearing. <br /> Commissioner Adams commented on signage in residential areas. Stated residential <br /> areas should be residential, first and foremost. Recommended not allowing sign concept <br /> plans to be submitted for residential areas. <br /> Mr. Burslie stated that in previous discussions at the Planning Commission, it was <br /> determined that additional signage may be appropriate for large, rural residential <br /> properties on higher capacity roads. <br /> Commissioner Brown stated sign concept plans should be allowed for residential <br /> properties. Stated we've had property owners that run businesses on their residential <br /> �.. properties come in and discuss. It would be a waste of time if we dismissed all of that <br /> discussion now. <br /> A motion was made by Commissioner Levenske, seconded by Commissioner Brown,to <br /> recommend approval of the ordinance amendment, as written. <br /> Motion passed 4-1 with Commission Adams opposed. <br /> Discussion on the fee for sign concept plans. <br /> A motion was made by Commissioner Levenske to recommend a fee of$100 for <br /> residential and commercial sign concept plans, seconded by Commissioner Adams. <br /> All members voted"aye".
