Design Review Team <br /> Pequot,LLC, applicant <br /> Preliminary Plat and CUP applications <br /> Thursday,May 7,2009 <br /> Present: <br /> Tommy Woog, Planning Commission <br /> Bill Habein, Planning Commission <br /> Pat Trottier, Landecker and Associates, representing the developer <br /> Tim Houle, City Engineer <br /> Craig Nagel, Councilman <br /> Mike Loven,Public Works Supervisor <br /> Tom Ryan, Councilman <br /> Chuck Marohn, City Planner <br /> Dawn Bittner, Zoning Administrator <br /> Mr. Trottier stated that the Declaration needs to be filed prior to the Final Plat being <br /> recorded. Paul Sandelin, City Attorney, is drafting the Declaration. He also stated there <br /> appears to be only one sanitary sewer connection to the building. <br /> Tim Houle stated that drainage is not a huge issue; there is no storm sewer available for <br /> this lot but we don't need to address it. There is a retention pond. <br /> Sanitary sewer and water—the Declaration will need to include who is responsible for the <br /> private common service lines. We will need to find out the number of curb stops and <br /> sanitary sewer connections. If there is a single curb stop,he will need to put in more. <br /> (Mike will locate the curb stops and Pat will document on the drawing). We need 4 curb <br /> stops. <br /> *** Paul Sandelin—Sanitary sewer needs to be included in Declaration. <br /> We need to clarify the north lot issue with the utilities in the easement crossing that lot. <br /> The existing parking meets the parking requirements. <br /> Mr. Ryan asked who would be responsible to pay the assessment should Schmidt Way be <br /> improved. Lot 5, owned by the association created by the 4 units, would be responsible. <br /> Mr. Loven stated that the normal City policy is to provide service to the edge of an <br /> easement. <br /> *** Paul Sandelin—Need legal opinion on the Utility Easement. <br /> Mr. Habein stated that the Declaration needs to be set up so the City only needs to deal <br /> with one entity, the association. <br />
